BACKGROUND 1. The applicant has submitted a precise plan for the construction of a two-story, 5,920 sq.ft. stucco office building with 20 parking spaces on a 0.38 acre site at 635 Telegraph Canyon Road in the C-C-P zone. 2. An Initial Study, IS-78-45, on the proposed project was certified by the Planning Commission on February 8, 1978 and is herewith forwarded to the City Council. B. DISCUSSION 1. Existing site characteristics. The project site is a 0.38 acre wedge shaped parcel located on the northerly side of Telegraph Canyon Road approximately 1600 feet east of Crest Drive. The property is presently developed with a vacant single family home and detached garage which until recently has been used fora real estate office. The site is relatively level and a portion of the Telegraph Canyon drainage is located at the rear of the lot. Telegraph Canyon Road has right-of-way width of 60 feet, 40 feet of which is paved. The exact location of the paved road relative to the property line is unknown. 2. Telegraph Canyon Road realignment. The subject property is the remaining area of a half acre pie shaped parcel which has been reduced in size by the acquisition of the rear portion of the property for the realignment of Telegraph Canyon Road. No direct access will be allowed onto the "new" Telegraph Canyon Road; therefore, the property will retain its access via the old Telegraph Canyon Road. The only access to the existing road will occur at a point where the old and new road meet, just to the west of the applicant's property. BOARD/COMMISSION RECOMMENDATION On February 8, the Planning Commission, by a 6-0 vote, certified the Negative Declaration on IS-78-45 and recommended that the City Council approve the precise plan in accordance with Resolution PCM-78-13. The staff has met with all of the property owners who will be located south of the proposed road alignment in an attempt to coordinate their proposed development plans and to explore the possibility of having one point of access located between the applicant's property and the Archway Lounge to the east, !~Jhile the general consensus favored the central access point, it was partially dependent upon who would receive ownership of the existing Telegraph Canyon Road if it were vacated. It has now been determined that United Enterprises, the owners of the property to the south, would take ownership upon vacation. United Enterprises apparently is unwilling to relinquish title to the road even though topographic conditions in the area make it infeasible for them to utilize the old section of Telegraph Canyon Road. Since the properties located to the south of the new road align- ment do not have direct access rights to the new road, the existing road will be required to provide access. 4. Proposed plan. The applicant proposes to construct a 5,920 sq.ft., two-story office building with parking for 20 cars north of the proposed building. Ten feet of landscaping is provided in front of the building. Additional landscaping is located along the new Telegraph Canyon Road screening the parking area from the new roadway. A 22 foot high masonry wall is proposed north of the landscaping adjacent to the new road. There will be one interior stairway near the center of the building and two exterior stairways at each end. A trash enclosure is proposed at the northeast corner of the site. 5. Architecture. The structure is an attractive, contemporary, rectangular shaped building with offsets in the elevations and projecting window panels to provide an irregular surface plane and visual relief by the creation of shadow lines. The exterior is a light colored buff stucco and the window projections, as well as the exterior stairways, are treated with rough sawn wood painted dark brown. All elevations have been architecturally treated. 6. Existing and proposed zoning. The existing zoning is C-C-P. No specific guidelines have been established governing development. The City has initiated a rezoning of the properties in the immediate area because of the realignment of Telegraph Canyon Road. The staff is recommending that the properties south of the new alignment be rezoned C-O-P and has suggested certain develop- ment guidelines. 7. Signing, The applicant is generally aware of these guidelines and has designed his project accordingly except for the monument sign. The guidelines call for a single freestanding sign located at the point of access where the new and old alignment of Telegraph Canyon Road meet. The purpose of this guideline is to consolidate identification on one sign to avoid having four or five separate freestanding signs in this small commercial area, The applicant proposes a 5 ft. high, 50 sq.ft. monument sign adjacent to the old Telegraph Canyon Road. The recommended guidelines will allow a maximum size of 25 sq.ft. at a height of 5 feet. The low profile sign will not be visible from the new road alignment. One 22'x10" (25 sq.ft.) wall sign is proposed at each end of the building in lieu of a wall sign facing "new" Telegraph Canyon Road. 8. Landscaping. The applicant has submitted a landscaping concept for the project including the area adjacent to the new road alignment. The concept has been reviewed by the City Landscape Architect and found acceptable. The concept will establish the landscape treatment along the full length of those properties adjacent to and south of the new road. 9. The existing traffic situation on this portion of Telegraph Canyon Road makes it highly desirable to have the new road open prior to or concurrent with occupancy of this building. According to the engineering firm in charge of the road construction, the scheduled completion date for this road is approximately August of this year. The appli- cant of this building is agreeable to not taking occupancy of the building until August lst, thereby eliminating or minimizing any traffic problems which might occur. a PF.OJ%CT TITLE: Scott Steuart Office F~uilding Project Location: 635 Telegraph Canyon Rd. Project Setting The proposed project involves .38 acres of property currently located ro the north of Telegraph Canyon Rd, west of the Archway Inn• ('~'~hen the new alignment of Telegraph Canyon Rd. is constructed the site will be located to the south of the roadway. The old align- ment will continue to provide access, however.) There is a single family d~~~elling located on the subjact parcel, but it will be removed prior to Telegraph Canyon Rd. improvements. The Alliance Church is located to the north of the proposed project and the El Rancho del :?ev Unit rt5 housing development is currently underway to the east of the Archway Inn. The south side of Telegraph Canyon ?d. is vacant. A steep slowing ridgeiine (appro:~imately 100 ft. in height) basicall~,~~follows the existing road:~~ay alignment. The site has been recently cleared of vegetation. A few small trees, decorati~,~e landscaping and native grasses are present. Two inferred faults, as depicted in Special Report 123, published by the Calif. Div. of Mines and Geology, were suspected of being located about 1800' north of the project site. Earthwork conducted in conjunction with E1 Rancho del Rey ~5 concluded that these suspected faults did not extend southward however, at least not along the inferred alignment. The closest known fault, the La Nacion system, is located about 2100 ft. to the east. Alluvial soils are present on-site. B. Project Description The applicant proposes to construct a two-story commercial office building -that ~f~ill accommodate 5920 sq. ft. of floor space. 22 on- site parking spaces will be provided. Approximately 11,325 sq. ft. of the project site will be landscaped. The landscape plan is designed to maintain a somewhat "country" environ:~ent and incorporates dense tree groupings. A decorative wall (5' in heicht) will also be constructed behind the 10 ft. strip of of land~cawina along the new Telegraph Canyon Rd. alignment. f . Due to the realignment of Telegraph Canyon Rd. a City initiated rezoning to C-O-P has been proposed. The applicants plan is inconformance wits, the C-O zone and proposed precise plan conditions. The General Plan land use element designates the site for medium density residential use (as is the ca}~se for surrounding acreage). recoar:endation for a General Plan amendment to bring zoning and the plan into conformance has been included with the proposed rezoning. D. Findings of insignificant impact 1. The project site is void of significant natural resources and no major geologic hazard is present. PCM-78-13 RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FORA TWO-STORY OFFICE BUILDING AT 635 TELEGRAPH CANYON ROAD IN THE C-O-P ZONE WHEREAS, the City Planning Commission by adoption of Resolution PCZ-77-J has recommended to the City Council the change of zone for property located south of the centerline of the proposed realignment of Telegraph Canyon Road from P-C and C-C-P to C-O-P, and WHEREAS, on January 3, 1978 a precise plan was submitted by John Scott Stewart for construction of a two-story office building at 635 Telegraph Canyon Road within the C-O-P zone, and WHEREAS, the City Planning Commission, at a duly advertised public hearing held at 7:00 p.m., February 8, 1978 in the Council Chamber, City Hall, 276 Fourth Avenue, considered the precise plan as submitted, and WHEREAS, the Planning Commission found that in accordance with the Negative Declaration on IS-78-42 and the findings stated therein, this project will have no significant adverse environmental impact, and certified the Negative Declaration. NOW, THEREFORE, BE IT RESOLVED that the City Planning Commission finds as follows: a. That such plan will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The proposed plan has been designed to take into account the realignment of Telegraph Canyon Road and will not adversely affect existing or proposed developments in the general vicinity. b, That such plan satisfies the principles of the application of the "P" Modifying Distict as set forth in Section 19.46,041. The plan meets the guidelines proposed for the rezoning of the property from C-C-P to C-O-P. c, That any exceptions granted which deviate from the underlying zoning require- ments shall be warranted only when necessary to meet the purpose and application of the "P" Precise Plan Modifying District. The proposed plan does not deviate from the requirements of the underlying zone. d. That approval of this plan will conform to the general plan and the adopted policies of the City. The landscaping concept and signing proposal will result in a development which is consistent to the Scenic Routes Element of the General Plan. BE TT FURTHER RESOLVED that the City Planning Commission recommends to the City Council the approval of the precise plan fora two-story office building at 635 Telegraph Canyon Road, subject to the following conditions: 1, The developer shall provide curb, gutter, sidewalk and pavement as required to complete the standard one-half street section for the proposed Telegraph Canyon Road along the north side of the project site. 2, The developer shall agree to participate in a reimbursement plan or plans for the improvement of Telegraph Can,yc.n Road as may be approved in the future by the City Council. 3. The developer shall provide curb and gutter at the alignment determined by the City Engineer along the property frontage on the existing Telegraph Canyon Road. Any remaining area between the property line and curb shall be landscaped. 4. The two 22'x10' wall signs shall be allowed at each end of the building in lieu of a 50 sq. ft. wall sign facing Telegraph Canyon Road. The proposed monument sign shall be limited to 25 sq. ft. and 5 feet in height in accordance with the standards in the "P" guidelines. ado other signs shall be allowed on the property other than pedestrian or direc- tional signs as set forth in the C-0 zone. 5, Occupancy of the building shall not occur until August 1, 1978 to coincide with the opening of the new section of Telegraph Canyon Road.
