Hyde Mayor City of Chula Vista Chula Vista, California 92010 Dear Will, t~ Many thanks for your message regarding the Surface Effect Ship program (SES). As a long-term supporter of this program, I share your disappointment that funds were not included for it in this year's defense budget rec{uest. When I learned late in the fall that funding for the coming year was in jeopardy, I wrote Secretary of Defense Brown and urged that the program be fully funded. I reminded him of his praise last year, in the face of attempts by Congress to cut the program, that the Surface Effect Ship was "the major new idea for surface ship design." Unfortunately, as you know, he and President Carter decided not to rec{uest funding this year. I feel this decision to terminate a program with so much promise for both military and civilian applications is shortsighted. I will do all I can to see that funding for the program is restored by Congress to this year's defense budget. I appreciate hearing from you and I'll look forward to working on this important program with you.
