The applicant has submitted a precise plan for a heavy equipment storage yard on a 17.19 acre parcel located on the easterly side of an unnamed road leading to the San Diego County sanitary fill site north of Otay Valley Road. The property is zoned I-P and will be developed in two phases. The southerly 6.7 acres will be developed during the first phase. 2. An Initial Study, IS-78-42, was certified by the Planning Commission on January 25, 1978 and is herewith forwarded to the City Council. B. DISCUSSION 1. Existing site characteristics The subject property contains 17.19 acres and is located on the easterly side of the road to the County sanitary fill site. The site is vacant except for a wood frame structure located on the southerly portion of the property. The property is relatively level, sloping gently to the south with a steeper knoll jutting into the northeasterly corner of the property. The area to the west is vacant and the area to the east is an approved industrial subdivision which is just starting to develop. A non-conforming auto wrecking yard is located to the south. There is existing solid fencing on the easterly and southerly property lines and a barbed wire fence on the other property lines. 2. Proposed precise plan a. The applicant proposes to develop the 17.19 acres in two phases. The site will be scraped and capped with a decomposed granite surface and sealed with with oil. A chain link fence will be installed along the perimeter of the storage area and dense landscaping planted around all sides to provide screening of the equipment. The equipment and proposed storage of material will be too tall to be adequately screened by a standard fencing. Access to the site is located at the southwesterly corner of the property. The landscaping will be extended into the site for some distance to provide for additional screening of the area at the driveway opening. b. The applicant has indicated that the second phase may occur in two to five years. An office building and maintenance yard are planned in the future, however, the applicant will be required to submit a precise plan for the development of the remainder of the property. 3. Access The road leading to the County fill site is not a dedicated street and is owned by the County. The width of the road easement is 60 feet, however the paved portion is only 30 feet wide. It has been determined that it is not necessary to dedicate the road at this time due to the minimum amount of development being served. The proposed request does not represent a substantial increase in traffic so as to justify dedication. Future development in the area could give rise to the need to dedicate and improve the road to City Standards. C. ANALYSIS The proposed use is a permitted use by the underlying zone. The heavy equipment and storage of materials will exceed the maximum height of the fence permitted in the industrial zone (9'); therefore, dense landscaping is proposed to provide appropriate screening. The decomposed granite sealed with oil proposed for the site was chosen because it will be easier than asphalt to maintain considering the heavy weight of the equipment to be stored. Locating the fence back 20 feet from the right of way of the road will provide an adequate area for plant growth and room for widening which might be necessary upon future development. RESOLUTION N0. PCM-78-11 RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR A HEAVY EQUIPMENT STORAGE YARD NORTH OF OTAY VALLEY ROAD IN THE I-P ZONE WHEREAS, Ordinance No. 1451, adopted by the City Council on March 7, 1973, established the I-P zone on 230 acres of prdperty located north of Otay Valley Road east of Brandywine Avenue, and WHEREAS, on December 29, 1977 a precise plan was submitted by W. F. Maxwell, Inc. to utilize a 17.19 acre parcel located within the I-P district fora heavy equipment storage yard, and WHEREAS, the City Planning Commission, at a duly advertised public hearing held at 7:00 p.m., January 25, 1978 in the Council Chamber, City Hall, 276 Fourth Avenue, considered the precise plan as submitted, and WHEREAS, the Planning Commission found that in accordance with the Negative Declaration on IS-78-42 and the findings stated therein, this project will have no significant adverse environmental impact, and certified the Negative Declaration. NOW, THEREFORE BE IT RESOLVED that the City Planning Commission finds as follows: a. That such plan will not, under the circumstances of the particular case, be detrimental to the Health, safety, or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The proposed use is a permitted use in the underlying industrial zone. Except for the wrecking yard to the south, the area surrounding the project site is vacant. b. That such plan satisfies the principles of the application of the "P" Modifying District as set forth in Section 19.46.041. No guidelines have been established for development in this area. The plan basically conforms with the regulations of the underlying zone. c. That any exceptions granted which deviate from the underlying zoning requirements shall be warranted only when necessary to meet the purpose and application of the "P" Precise Plan Modifying District. The proposed landscaping will better screen the heavy equipment than a conven- tional 9 foot high fence and will offer visual relief. The surface of decom- posed granite sealed with oil is better suited than asphalt paving for this use. d. That approval of this plan will conform to the general plan and the adopted policies of the city. The General Plan designates this area for industrial use. BE IT FURTHER RESOLVED that the City Planning Commission recommends that the City Council approve the precise plan for a heavy equipment storage yard on a 17.19 acre parcel north of Otay Valley Road, as shown on the attached plat, subject to the following conditions: 1. The entire 17.2 acres shall be cleared of debris. 2. A 1o~v maintenance landscaping and irrigation plan shall be submitted and approved by the City Landscape Architect. 3. The chainlink fence shall be located 20 feet from the street right-of-way and the proposed landscaping installed in front of the fence. 4. All areas to be used for circulation and storage of vehicles shall be capped with 6" of decomposed granite and sealed with oil. 5. Only the Phase I area may be used for storage until the additional landscaping and screening is reviewed and approved for Phase II area. 6. The applicant shall enter into an agreement with the City of Chula Vista to not protest the formation of an assessment district for the construction of a public street to provide access to the project site.
