Home My WebLink AboutReso 1989-13963 b) RESOLUTION NO. 13963 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING FIRST AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND WILLDAN ASSOCIATES FOR PROJECT MANAGEMENT SERVICES FOR THE PREPARATION OF THE EAST CHULA VISTA DEVELOPMENT IMPACT FEE FINANCING PLAN AND APPROPRIATING FUNDS AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that certain first amendment to the agreement between THE CITY OF CHULA VISTA, a municipal corporation, and WILLDAN ASSOCIATES, for project management services for the preparation of the East Chula Vista Development Impact Fee Financing Plan, dated the 14th day of February , 1989, a copy of which is attached hereto and incorporated herein, the same as though fully set forth herein be, and the same is hereby approved.-y~ BE IT FURTHER RESOLVED that the sum of $13,500 be, and he same is hereby appropriated from the Development Impact Fees. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said agreement for and on behalf of the City of Chula Vista. NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED by and between the parties hereto that the original Agreement Is hereby amended as follows: SCOPE OF SERVICES SECTION 1. Consultant's responsibilities are Increased as follows: TASK 8: ANNUAL REVIEW AND UPDATE - PROJECTS Consultant wIN work with the CIty ,rod Its Project Manager to review end update each project descrlptlon and cost estimate for projects contained In Ordinance No. 2251. Consultant shall also address the following related Issues: A. SR-125 - Proposition A Impact - Inclusion of grading and right-of-way - q or 6 lanes B. Reevaluate the need for street projects in the County to be funded with the DIF. C. Impact of EASTLAKE paying the difference between an · Interim" and 8 "pamnent" DIF, D. Completlort of EAST "H" STREET. E. Additions of portlofts of Orange Avenue. F. Addition of fine Item for City administrative costs. G. PHASE !1 Telegraph Canyon Road costs Included In DIF. H. Possible credit to EASTLAKE and McMILLIN for the con- structlon of "H" Street east of Otay lakes Road. I. Review of Resolution No. 13301 and the Interim Rnanclng Agreement between Bonlta Long Canyon and the CIty. J. Traffic signal fee. TASK 9: ANNUAL REVIEW AND UPDATE - DEVELOPMENT Consultant will work with the CIty, Its Project Manager and property owners to review and update the projected development within the DIF boundary. TASK 10: REVISE DEVELOPMENT IMPACT FEE Consultant will use the Information generated from TASKS 8 and 9, above, to calculate m revised Development Impact Fee for streets, TASK 11: REVISE ORDINANCE NO, 2251 Consultant will usa the Information from TASKS 8, 9 and 10, above, to recommend revisions to Ordinance No, 2251, TASK 12: PERMANENT DIF REPORT Consultant will revise the Interim Eastern Area Development Impact Fees for Streets Report (December 1987) to a permanent report using the Information generated in the above tasks, SCHEDULE OF WORK SECTION 2, The amount of time to prepare and complete the permanent street report Is three to six months, In any case, all tasks listed above shall be accom- plished before NoNember 1, Ig89, 2 FEE FOR SERVICES SECTION 3. Consultant ·hall be paid · lump sum fee of $13,500 for the taakt listed In Section 1. Thle lump ~um he ·hall Include ·11 normal office expanses ·nd subcontractors. All fee· will be payable on · monthly baals upon an in- voice submitted by Consult·nt based on the parcent·g· of the overall project completed. All other provisions of the original Agreement dated January 13, 1987 shall remain In full force ·rid effect except the additions or deletions set forth above.
