Background:
On January 19, 1978, the Environmental Review Committee recommended findings of no sig-
nificant impacts due to Community Development Block Grant projects. These notices were
published and no comments were received by City staff. Therefore, the findings are
ready for consideration by the City Council.
Environmental Review Committee (ERC) Findings:
The ERC has reviewed the projects, the circumstances under which they are being carried
out and have made the following findings with respect to Federal (NEPA) and State (CEQA)
environmental regulations:

Project Description:
According to Block Grant regulations, projects which are exempt or are continuing
activities require no new review. However, the new projects which have been added
to the Block Grant program were subject to environmental review and are as follows:
Feaster School Park Improvements - Installation of turfing, playground equipment,
picnic tables, and barbecue facilities at Feaster School. The project is budgeted for
$60,000.
Memorial Park Improvements - This project consists of landscaping and related park
improvements of .73 acres of land in Memorial Park. Budget for this project is $25,000.
Crime Prevention Pro ram - This activity involves a public information program relative
toto tFe met o s of crime prevention. The program will be available to the residents of
the Norman Park and Feaster School neighborhoods. The $5,000 budgeted for this program
will be for police salaries necessary to implement and carry out the program.
Street Improvements - This project consists of street improvements in the Rehabilitation
Target Neighborhood between C and F streets and Broadway and I-5 Freeway. Existing
curbs, gutters, sidewalks and landscaping will be improved. These improvements will
enhance the Home Loan Rehabilitation Program. Estimated expenditures are $67,000.
Removal of Architectural Barriers - This project involves the installation of sidewalk
ramps in the Rehabilitation Target Neighborhood. Installation of these ramps will
improve the mobility of the area's elderly and handicapped residents. This project is
budgeted at $15,000.
Central Basin Drainage Culverts - This activity entails the installation of a central
basin drainage culvert across Parkway along G Street and at Broadway. Completion of
this activity will substantially reduce flooding and damage to structures in the area.
Costs for this project are estimated at $236,000.
Orange Avenue Construction - This project entails the construction of a 64" wide roadway
between Third Avenue and Albany Street on Orange Avenue. This activity is a joint
project with the County of San Diego and will provide the missing link on Orange Avenue
enabling Chula Vista residents greater access to I-5 and I-805 Freeways. The ERC
concurred with the County of San Diego's Negative Declaration concerning this project
and as such it was not necessary for the City to perform an Environmental Review. The
budget for this project is $142,000.

construction of 2600 ft. of roadbed, 64 ft. wide to complete
a missing section of Orange Ave. between Third Ave. and
Albany Street in Chula Vista.
