HomeMy WebLinkAboutReso 1977-8884r RESOLUTION NO. 8884 RESOLUTION OF THE CITY COUPdCIL OF TF?E CITY OF CHULA VISTA APPROVING PRECISE PLAP1 FOR DEVELOPMENT OF SITE OF TRUCK REPAIR FACILITY AT 1180 WALNUT AVENUE AND CERTIFYING THE PdEGATI~~E DECLARATION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the Cit;~ of Chula Vista has heretofore received the recommendation of the Planning Commission, as contained in Resolution No. PCM-78-7, adopted on the 26th da~~ of October, 1977, setting forth the precise plan for development of site of truck repair facility at 1180 ~dalnut Avenue in the I-L-P zone, and WHEREAS, the City Council of the City of Chula Vista has heretofore held a public hearing to consider said precise plan on November 15, 1977, and has taken testimony and heard evidence thereon, and WHEREAS, a notice of the proposed negative declaration on said precise plan was given in accordance with the Environmental Review Policy, and WHEREAS, the Environmental Review Committee found that said precise plan would have no possible significant impact on the environment and forwarded the attached Negative Declaration, IS-78-21, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said Negative Declaration has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment, and WHEREAS, the information contained in said negative declar- ation has been considered by the City Council of the City of Chula Vista prior to its action on the discretionary item befoxe the City Council. NOW, THEREFORE, the City Council of_ the City of Chula Vista finds as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and all of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached Negative Declaration that said precise plan will not have any possible significant impact on the environment, and the attached Negative Declaration, incorporated herein by refer- ence as if set forth fully, has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. - 1 - 3. That the Environmental Review Coordinator is hereby authorized and directed to file said Plegative Declaration with the County Clerk of the County of San Diego subsequent to the preparation of a notice of determination on this project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the precise plan for development of site of truck repair facility at 1180 Walnut Avenue in accordance with Resolution No. PCM-78-7 of the Chula Vista Planning Commission. Environmental Settin DATE: Oct. 6, 1977 The project involves .57 acres of .property developed with one structure. Storage, parking and work areas are not enclosed or screened and generally unpaved. Two access easements and a SDG&E easement traverses the western portion of the site. An access road, to the Palomar Inn, is located along the south and west boundaries of the property. There is a general lack of v?getation or wildlife onsite and the property is not subject to any known geologic hazards. Adjacent land uses include the Palomar Inn to the north, a vehicle towing and storage service to the east and an Arco gas station to the south. I-5 right of way is adjacent to the west. B. Project Description The project involves review of a conditional use permit and precise plan for an existing truck repair facility. The use is non- conforming and must be brought into consistency with zoning regulations. The existing building is constructed of concrete block and has 2400 sq. ft. of floor area. An upgraded truck storage yard is proposed adjacent and to the north of the building. The yard will be enclosed by a 9 ft. high solid fence. Employee parking is proposed to be located .at the south of the building and customer parking at the rear and within vacant portions of the several easements traversing the site. Landscaping is planned for the east and south side yards. The applicant proposes to screen employee parking within the side yard; however no landscaping or screening of customer parking located at the rear of the site adjacent to the access easement to the Palomar Inn. Street improvements along the Walnut Ave. frontage can be required by the Planning Commission in granting the conditional use permit. ` ~// G. Iverson 1180 Walnut Chula Vista, CA 92011 C. Compatibility with zoning and plans The project site is zoned I-L-P. Major auto repair shops are allowed within this zone subject to a conditional use permit. The CUP process and precise plan review will insure conformance with zoning regulations and design cirteria. The General Plan land use element designates the site for research and limited industrial use. D. Identification of environmental effects Aesthetics As discussed in Section A; the existing use has limited landscaping paving and screening and must be brought into conformance with zoning regulations. The project as proposed with landscaping and screening is in general conformance with zoning and if approved would improve the areas aesthetic quality. Also, proposed paving would decrease the amount of dust that would be generated into the air improving the air quality within the micro environment. E. Findings 1. The site is void of any significant natural resources and is not subject to any known geologic hazards. 2. The proposed plan is in general conformance with the General Plan land use element and not anticipated to achieve short term to the disadvantage of long term environmental goals. 3. Potential impact on aesthetics will be controlled by appropriate planning procedures. No impacts are anticipated that could interact to create any substantial cumulative effect on the environment. 4. The project will not result in an increase in vehicle traffic or noise nor will any substantial hazard to humans occur. F. Persons & Organizations Consulted City of Chula Vista Planning Dept. Eng.
