HomeMy WebLinkAboutReso 1989-13948 RESOLUTION NO. 13948 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING RESPONSES TO THE RECOMMENDATIONS OF THE 1987-88 SAN DIEGO GRAND JURY The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, in late September 1988, the 1987-88 San Diego Grand Jury released its Final Report, and WHEREAS, Penal Code Section 933 requires that a local public agency to whom Grand Jury findings and recommendations are addressed file written comments and responses in a timely fashion with the Presiding Judge of the Superior Court, and WHEREAS, in the report, three of the recommendations were directed at the City of Chula Vista and require responses-- one recommendation relates to housing assistance for the elderly and two recommendations deal with solid waste disposal management. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby adopt the following responses to the recommendations of the 1987-88 San Diego Grand Jury: J8/26: Implement and/or expand programs for separating and recycling solid waste to extend the life of existing landfill sites. These programs should include an educational component to inform the general public about the urgent need to recycle and to promote the marketing of recovered materials. The buy-back centers for aluminum cans and newspapers, which have been in operation for many years, are a model for other marketable, recycleable items, such as tin cans, grass, and junk of various kinds. RESPONSE: The Chula Vista City Council supports the implementation of source separation and recycling programs as a partial response to the landfill crisis. To that end, the City's internal recycling program is currently undergoing expansion, and decisions regarding a City-wide needs assessment and/or curbside program are in progress. Research indicates that public awareness through an active educational campaign is critical to the success of recycling programs, and the Council will give appropriate consideration in planning and implementing future programs. -1- #88/28: Form a county-wide solid waste agency to develop .. long-range trash disposal programs and to facilitate locating and developing regional landfill sites to serve all County residents, businesses and industries for a 30-year period. RESPONSE: The Chula Vista City Council recognizes the County of San Diego as the agency responsible for the development of long-range solid waste management plans. The City reviews for approval the County's State-mandated plan every three years. The Council is also aware that the County and the City of San Diego are currently conducting a landfill site study. #88/48: Coordinate efforts with the Housing Commission to provide housing assistance to the elderly, with a central registry of available housing open to all agencies in the County. RESPONSE: The Chula Vista City Council concurs with this recommendation.
