HomeMy WebLinkAboutReso 1978-9022RESOLUTION NO. 9022 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA REQUESTING CONSOLIDATION OF THE CHULA VISTA SPECIAL RUNOFF ELECTION WITH STATEWIDE PRIMARY ELECTION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista, pursuant to Section 300 of the Charter of the City of Chula Vista, has called a special runoff election to be held in Chula Vista on the second Tuesday in June, 1978, and WHEREAS, a statewide primary election has been called to be held the same date, to wit: the second Tuesday in June, 1978, and WHEREAS, pursuant to Division 14, Part 2, Chapter 4 (com- mencing at Section 23300) of the Elections Code and in particular Sections 23302 and 23314 thereof, the Board of Supervisors of the County of San Diego has authority to consolidate elections called by a district, city or other political subdivision for the submission of any question, proposition, or office to be filled, with a state- wide election to be held the same date, and WHEREAS, it is desirable and in the public interest that the said elections be consolidated. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that pursuant to Division 14, Part 2, Chapter 4 (commencing at Section 23300) of the Elections Code, the Board of Supervisors of the County of San Diego be, and is hereby requested to consolidate the election called by the City of Chula Vista to be held on the second Tuesday in June, 1978, with the statewide primary election to be held the same date. BE IT FURTHER RESOLVED that for the purposes of such consolidatio n the exact form of the question, proposition, or office to be voted upon at the said election shall be set forth on the ballot as follows: Councilman. (If no majority is received by the candidates running in the general municipal election on the second Tuesday in April, 1978, the two candidates receiving the largest number of votes will participate in a runoff election.); and those Charter amendments as contained in Exhibit "A" attached hereto and incorporated herein by reference as if set forth in full. BE IT FURTHER RESOLVED that if this consolidation is ordered then pursuant to Section 23306 of the Elections Code, (a) the election shall be held in all respects as if there were only one election; (b) only one form of ballot shall be used; and (c) the Registrar of Voters of San Diego shall canvass the returns of the subject election as part of the canvass of the returns of the special statewide election. BE IT FURTHER RESOLVED that if this consolidation is ordered, then pursuant to Section 23.305 of the Elections Code, within the territory affected by the order of consolidation, the election pre- cincts, polling places, voting booths and polling hours shall, in every case be the same, and there shall be only one set of election officers in each of the precincts. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of San Diego be, and is hereby requested to authorize and direct the Registrar of Voters of the County of San Diego, to perform services necessary to conduct the election called by the City of Chula Vista, to be held on the second Tuesday in June, 1978, with the cooperation and assistance of the City Clerk of the City of Chula Vista, such services to include the following as appropriate to the subject election: 1. Furnish a tabulation of the number of registered voters in each precinct. 2. Establish voting precincts, secure locations for polling places, secure the services of election officers for each precinct as required by law, and furnish a list of precincts, polling places, and election officers for filing in the office of the City Clerk of the City of Chula Vista. 3. Prepare and furnish to the election officers necessary election supplies for the conduct of the election. 4. Cause to be printed the requisite number of sample ballots, official ballots, polling place slips, rosters, tally sheets, and other necessary forms. 5. Furnish and address the envelopes necessary to mail sample ballots to the registered voters of the City of Chula Vista. 6. Insert the sample ballots and other printed matter into envelopes for mailing, and cause the same to be mailed, as required by law. 7. Assemble the election material and supplies into ballot bags and make necessary arrangements for their delivery to the various precincts. 8. Issue absent voter ballots as required by law. 9. Receive the returns of the elections and supplies. 10. Sort and assemble the election material and supplies in preparation for the canvassing of the returns of the election. 11. Canvass the returns of the election, including the absent voter ballots. 12. Furnish a tabulation of the number of votes given in each precinct. 13. Make all arrangements and take the necessary steps to pay the members of the precinct boards, the polling place rentals, the persons returning the ballot bags, and to pay all other costs of the election incurred as the result of services performed for the City of Chula Vista. Pay for the election officials in the amounts prescribed by the Board of Supervisors of the County of San Diego. BE IT FURTHER RESOLVED that the Board of Supervisors of the County of San Diego be, and is hereby requested to authorize and direct the Auditor and Controller of the County of San Diego -2- to assist the Registrar of Voters of the County of San Diego in the conduct of the election by the drawing of warrants as appropriate for the payment of the members of the precinct boards, the polling place rentals, the persons returning the ballot bags, and the other costs of the election incurred as the result of the services performed for the City of Chula Vista in the conduct of the election. BE IT FURTHER RESOLVED that the City of Chula Vista reimburse the County of San Diego in full for services performed by the Registrar of Voters of the County of San Diego in conducting the subject election as aforesaid. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to deliver forthwith four certified copies of this resolution to the Clerk of the Board of Supervisors of the County of San Diego and one certified copy of this resolution to the Registrar of Voters of the County of San Diego.
