RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA INITIATING THE ANNEXATION OF THE EAST "H" STREET/
HILLTOP DRIVE ISLAND TERRITORY UNDER THE PROVISIONS OF
THE MUNICIPAL ORGANIZATION ACT OF 1977 (MORGA)
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista desires to initiate
the annexation of certain territory in the unincorporated area
of the County of San Diego designated as the East "H" Street/
Hilltop Drive Island, and
WHEREAS, said territory is shown on Exhibit "B", attached
hereto and incorporated herein by reference as if set forth in
full, and
WHEREAS, the City is required to submit a plan for pro-
viding services within the affected territory, which plan is set
forth in Exhibit "A", attached hereto and incorporated herein by
reference as if set forth in full.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Chula Vista does hereby apply to the Local Agency
Formation Commission of San Diego County, pursuant to the pro-
visions of the Municipal Organization Act of 1977 (MORGA) for
the annexation of island area 3, designated as East "H" Street/
Hilltop Drive Island Territory.
BE IT FURTHER RESOLVED that the City Clerk of the
City of Chula Vista be, and she is hereby authorized and directed
to forward a certified copy of this resolution with the attached
exhibits to the Local Agency Formation Commission and to the
Board of Supervisors of San Diego County.

EXHIBIT A
Plan for providing services for the proposed annexation of Island area No. 3
East "H" Street/Hilltop Drive island territory, to the City of Chula Vista.
Section 35102 of the Government Code states, "Whenever a city submits
a resolution of application, fora municipal reorganization or a change of
organization pursuant to this part, the city shall submit with the resolution of
application a plan for providing services within the affected territory of the
municipal reorganization or change of organization."
The plan for providing services includes the following information and any
additional information required by the LAFCO or the executive officer.
1. Enumeration and description of the services to be extended to the area:
a. Chula Vista Police Department protection
b. Chula Vista Fire Department protection
c. Chula Vista Department of Public Works - Sewer Service
d. Chula Vista Public library
2. The level and range of such services
a. Police protection
1) Level of service - 6 units minimum per beat
response time - emergency - less than 5 minutes
non-priority - 17-19 minutes
2) Range of service - distance from Chula Jista Police Department
to the annexation area is approximately 1.6 miles; the area police
beat has a minimum of 6 units on call at all times.
b. Fire protection
1) Level of service - 3 units emergency
response time - 1 minute, code three emergency response
2) Range of service - Distance from Chula Vista Fire Department,
Station No. 1 to annexation area is approximately
1.6 mile.

c. Sewer Service
1) Sewer main location and availability - center of Hilltop Drive
for all residences except 505 Hilltop Drive (Assessor parcel
N0. 574-391-13)
d. Library Service
The Chula Vista Public Library is approximately 1.5 miles from
annexation area.
3. Indication of when such services can feasibly be extended to the affected
territory:
a. Police protection and Fire protection services will become effective
upon annexation of the territory.
b. Sewer service will be extended upon request for hook-uo from the
individual property owners.
c. The Chula Vista Public Library is an existing facility and is a
member of the Serra Regional Library System.
4. Indication of any improvement or upgrading of structures, roads, sewer
or water facilities:
a. The subject territory contains eight parcels; each parcel is developed
with a single family dwelling. Any improvement or upgrading of the
existing structures would be done at the option of the home owner.
b. The subject territory is directly served by Hilltop Drive and East "H"
Street. Both streets are classified as a "major road" on the Chula
Vista General Plan Diagram and have been widened to their ultimate width
including curbs, gutters, and sidewalks.
c. Seti,~er facilities are addressed in paragraph 2c above.
d. Water facilities serve the subject territory and are maintained by
the Sweetwater Authority.

5. Conditions the city would impose or require within the affected territory
should the municipal reorganization or change of organization be completed,:
a. The subject territory is prezoned R-1 (one single family detached
dwelling per lot) which conforms with the existing land use of the
territory, therefore, no change in zoning is foreseen.
b. Tax rates -
1) County tax rate area - 63006
Tax rate per $100 of assessed valuation - $8.45
2) Chula Vista tax rate upon annexation - 1001
Tax rate per $100 of assessed valuation - $9.48
c. Gas, Electric and Telephone Utility User's Tax Rate - City of Chula Vista
Electric user's tax rate - $.002 per each kilowatt of such energy
Municipal Code Section 3.44.040
1) Average consumption per month - 500 kilowatts
2) Alonthly tax rate - $.002 x 500 = $1.00
Gas User's Tax Rate - $.00735 per each therm of such energy
Municipal Code Section 3.44.050
1) Average consumption per month - 70 therms
2) Monthly tax rate - $.00735 x 70 = $.51
Total average electric and gas utility user's tax for a single
family dwelling per monthly billing - $1.00 } $.51 = $1.51

Telephone User's Tax Rate - 4.5 percent of monthly charge for such
service- Municipal Code Section 3.44.030
d. Senior Citizen Exemption - f~1unicipal Code Section 3.44.021
The utility user's tax imposed shall not apply to any individual
62 years of age or older who uses telephone, electric and gas in or upon
any premises occupied by such individual, provided that the combined

gross income cf all members of the household in which such individual
resides was less that $7,500 for the calendar year prior to the
fiscal year (July 1 through June 30).
(dote: Senior Citizen Exemption is not granted to an applicant who
is receiving service from a service supplier through a master
meter, or who is sharing or prorating service with other
service users.
e. Trash Service
1) County - Michelson Trash Service - rate $3.25/month
2) City -Chula Vista Sanitation Service - rate X3.60/month
6. How will the municipal services be financed? Municipal services will be
financed through ad valerom taxes, state subventions, grants, and locally
generated revenues.
