HomeMy WebLinkAboutReso 1978-9083RESOLUTION N0. 9083 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA OPPOSING PROPOSITION 13 (JARVIS/GANP7 INITIATIVE) The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista has carefully weighed the potential impact of Proposition 13, the Jarvis/Gann Initiative, and has concluded that its adoption will, in the long run, be detrimental to the interests of all our citizens and beneficial immediately only to the interests of business and commercial property owners, and WHEREAS, this conclusion must be reached after a total analysis of the impact of the amendment, although the City Council concurs in the basic intent of Proposition to relieve what the Council considers to be a crushing burden on the small property taxpayer, to curtail the unwarranted spiraling increase in the costs of local government, and to force the reevaluation of bureau- cratic regulation and the acts of government on behalf of the people on an ever increasing scale, and WHEREAS, although the City of Chula Vista only relies upon the property tax for less than one-quarter of its revenue needs, it is apparent that the impact upon other public agencies such as the school districts, which have a much greater reliance upon property taxes, will create serious short term economic dis- locations and long term unmeasurable effects upon basic social institutions and the services they provide, and WHEREAS, Proposition 13 is in reality a simplistic and poorly expressed state of law attempting to deal with the reduc- tion of property taxes and leaving the means of equitably distri- buting drastically reduced revenues to the Legislature, thus totally depriving local government agencies of the management of their own affairs, and WHEREAS, Proposition 13 has already created untold pro- blems simply because of widespread concern over its effect such as the contingency plans for layoff of public employees by many agencies, the almost total collapse of the government bond market in the State of California which, for example, has indefinitely delayed the prospect of the development of the County Regional Center in Chula Vista including an absolutely essential court complex and which holds forth the possibility of the retention of such regressive taxes as the business inventory tax and the increase of the sales tax, an even more admittedly regressive tax, and will absolutely mandate increases in the State income tax, which now ranks among the highest in the nation, and WHEREAS, it is evident that Proposition 13, without resorting to any scare tactics, must be regarded as a proposal for chaotic economic effects upon local government and certain loss of control of economic destiny to state and federal levels of government. -1- NOW, THEREFORE, BE IT RESOLVED that the City Council, because of well-founded uncertainties and ill-founded certainties occurring from the adoption of Proposition 13, does hereby oppose the adoption of Proposition 13 and urges all citizens to very carefully weigh the potential chaos and havoc that will be created by the adoption of Proposition 13 as opposed to the more reasonable and certain property tax relief that is afforded by the adoption of Proposition 8. BE IT FURTHER RESOLVED that the City Council asks all of the citizens of Chula Vista to join with the City Council in rejecting Proposition 13 when they vote on .Tune 6 and to demand instead that your City Council and all other governmental agencies respect the clear signal for change that you will give them in the adoption of Proposition 8 for a reduction in governmental expenditures.
