RESOLUTION OF THE CITY COUNCIL OF"E"'CITY OF CHULA
VISTA, APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND THE REGENTS OF THE UNIVERSITY OF CALIFORNIA
FOR PUBLIC ACCESS CABLE TELEVISION BY AND FOR ELDERS
(PACE)
~1ND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED that that cer.°tain agreement
between THE CITY OF CHULA VISTA, a municipal corporation, and
THE REGENTS OF THE UNIVERSITY OF CALIFORNIA for Public Access Cable
Television by and for Elders (PACE)
dated the 28th day of March , 19 78 , a copy of
which is attached hereto and incorporated herein, the same as though
fully set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula
Vista be, and he is hereby authorized and directed to execute said
agreement for and on behalf of the City of Chula Vista.

This .agreement is. between The Regents of the University of
Califcrnia on behalf of University Extension, San Diego acting as
fiscal agent for Public Access Cable Television by and for Elders
(PACE), hereinafter referred to as "UCSD," and the City Council of
the City of Chula Vista on behalf of the Chula Vista Public Library,
hereinafter referred to as "CHULA VISTA."
1. CHULA VISTA agrees to provide at no cost to UCSD office
space for one 25o time PACE employee, said employee's work schedul-e
to be determined by the librarian of the Chula Vista Library or his
or her representative.
2. CHULA VISTA agrees to provide access to video production
and playback equipment controlled by the Chula Vista Public Library
for qualified participants in the PACE project. Scheduling of such
access to be the responsibility of the PACE 25o time employee under
the direction of the librarian of the Chula Vista Public Library or
his or her representative.
3. CHULA VISTA agrees that programming produced by the PACE
project will be made available to any interested citizen by means
of the video playback system at the Chula Vista Public Library.
4. UCSD agrees to provide at no cost to Chula Vista a 250
time PACE employee to coordinate video training and production in
connection with the PACE project at the Chula Vista Public Library.
5. UCSD agrees to provide up to 200 3/4-inch video tape
cassettes for use in video training and production at Chula Vista
Public Library in conjunction with the PACE project.

6. This agreement shall remain in force for the period March
1, 1978 to September 30, 1978 and includes all commitments, explicit
or implied, between the two parties. This agreement may be cancelled
by either party after giving fourteen (14) days' written notice.

Older adults with fixed minimal incomes whc~ reside in the San Diego
metropolitan region lack a unifying information exchange system. 'These
senior adults find themselves without adequate resources and in need of
solutions to problems never anticipated. Underfinanced social service
agencies mandated to solve such problems have an incomplete and inef-
fectively distributed network for solving problems. Older adults lack
information about and access to educational, social service and hum;in
development opportunities. They lack an effective communications n~~t-
work wt,ich facilitates social interaction, a sense of community and
input into institutions, agencies, businesses and government structures
which directly impact their lives. New communications technology,
such as cable television, and the existing learning resources in the
region, especially this institutions of higher education, are not yet
utilized to solve these problems. As a result, older adults lack
access to the mainstream of society and live socially and educationally
impoverished Lives.
PACE will enable older adults in San Diego to satisfy learning,
informational and social service needs through a network of public
access cable television and Learning Resource Centers. PACt~; will use
communications technology and the nation's largest cable television
system to improve postsecondary educational. opportunities for one of
the largest concentrations of older adults in the nation. The project
will inter-connect older adults through a microwave-linked public access
cable television network, uniting the two major cable systems in the
San lliego region. It will develop three self-sustaining Learning Ite-
source Centers which :,ill function as video training and production
facilities, located a;: existing centers of senior activity, administered
by seniors. It will develop professionally produced programs on toFics
identified by seniors as being socially beneficial. It will train
seniors to develop and produce their own programming. Utilization of the
cable network will multiply the outreach and effectiveness of institutions
and agencies providing educational and o[her services to the elderly by
increasing target group awareness and use of available social service
and educational opportunities. It will foster learner-centered change and
increase user identification with the senior community while improving
target audience self-image and perceived importance to the community.
By bringing together postsecondary educational institutions, so~_ial
service agencies and senior community groups to take advantage of the
communications potential of cable technology, PACE serves as a national
model for community controlled information exchange systems.

PACE Fact Sheet
"T'ACF." = Public Access Cabletelevision by and for Elders
Purpose: To provide a communications network f~~r senior adults in the
San Diego area.
Resources•
Media Resources: San Diego has the largest cable television
company in the United States in Mission Cable
(130,000 subscribers) and is the most wired
city in the world,
Human Resources: San Diego has one of the largest senior
communities in the United States. (300,000
persons over 55 live in San Diego County.)
PACE makes cable TV available to the elders in the San Diego
community as an opportunity to meet informational, educational,
and entertainment needs. Older adults make television programs
to be aired by PACE, as well as view the programs, PACE is
connected Wl.th other senior information and service networks
in San Diego. It offers a model of a non-commercial, user-
controlled community information exchange system.

Initially, channel 24C of Mission Cable TV. Eventually to
include a channel on Southwestern Cable, Escondido/TM Cable,

Everyone is invited to create programs for PACE as well as view PACE
programs created by others.
To view PACE, turn on channel 24C on Mission Cable (listings of specific
programs and broadcast times are available in the Union, Tribune, other papers,
and from PACL.) If you are not a subscriber to Mission Cable, call PACE for
the address of one of our public viewing centers.
To create programs for PACE, call or visit one of the PACE production
centers. There you can make a five=minute program free of charge, take a
brief television production course, rent video equipment to produce longer
programming in a studio or on location, or work with others to produce a pro-
gram or series of programs about issues of concern to seniors.
PACs is also a general information resource and gathering place for
seniors and the general community, so do not hesitate to call or visit us.
