A. BACKGROUND
1. The applicant has submitted a precise plan for the construction of a 217 unit
apartment project located on two lots on the north side of "E" Street just west of I-805
in the R-3-P-13-F zone; lot 58 is adjacent to the I-805 right of way, and lot 57 is adjacent
to "E" Street.
2. The Environmental Impact Report (EIR-76-11) covering this project was certified by
the City Council on June 17, 1977.
B. DISCUSSION
Proposed development
The proposed 217 unit apartment complex will be developed in
phase involves the construction of 104 units (12 two-bedroom and
8.5 acre lot adjacent to "E" Street (lot 57, 12.2 dwelling units

be one single story 4 unit structure; one combination one and two story 12 unit structure;
one two-story 16 unit structure and three two-story 24 unit structures. In addition a
recreation-laundry structure, plus a pool, will be provided. A total of 170 onsite parking
spaces are proposed, 104 of which will be in carports. The Code requires a minimum of 141
parking spaces. Access to the parking areas will be provided by two driveways on Flower

BOARD/COMMISSION RECOMMENDATION
On March 8, 1978 the City Planning Commission, by a 6-0 vote, recommended that the
City Council approve the precise plan of Morgan and Gardner for a 217 unit apartment
complex in accordance with resolution PCM-78-16.

3. Lot 58 (second phase)
The 113 units on lot 58 will be accommodated in 9 apartment structures. There will
be one single-story, one unit manager building; two single-story 4 unit structures; two
combination single and two-story 12 unit structures; two two-story 16 unit structures; and
two two-story 24 unit structures. There will also 6e a recreation -laundry building, a
second laundry building and a pool. A total of 242 parking spaces will be provided, 114
of which will be in carports. The Code requires a minimum of 153 parking spaces. Access
to the parking areas will be provided by three driveways on Flower Street.
4. Architecture
The architecture of the project is Spanish. The roofing material will be red mission
tile, and the exterior will be white stucco with brown wood trim and balconies. The
building arrangements, together with the building offset projections, arched doorways
and windows, as well as the use of pitched the roofs have created an interesting archi-
tectural theme. The carports will also have the roofs and white stuccoed walls.
5. Landscaping
The project will be completely landscaped and irrigated. Mounding will be used where
necessary to act as screening for the parking areas and to add interest in key areas.
The slopes wi11 be planted with eucalyptus trees as required by the precise plan guide-
lines. All parking and walk areas will have lighting which will provide safety plus
architectural enhancement of the project.
6. Fencing
The applicant is proposing five different kinds of fencing and walls. The fencing
plan is designed to be a security system which will require the use of cards to activate
the security gates. The fencing along both sides of Flower Street will be primarily a
combination wrought iron fence with masonry pilasters and solid masonry walls. A split
rail fence is proposed along the southerly side of the westerly end of Flower Street. The
fencing along the "E" Street frontage of lot 57 will be constructed of 6 ft. telephone
poles, approximately 10 ft. on center, with concrete reinforcding bar welded to horizontal
flat metal bars between the poles. This fencing type will extend to the slopes to the
west from which a chainlink fence will be erected up to the westerly property line. The
chainlink fencing will be below the street level at this point and screened by the exist-
ing trees. Another chainlink fence is proposed on the southerly side of an access drive
to a sewer manyole. This fence essentially bisects the slope on lot 57. There is a
chainlink fence on lot 58 adjacent to the freeway right of way which the applicant pro-
poses to continue along the common property line with the church to the east. The chain-
link fencing is confined to these areas which are not visually prominent. In some cases
it will be obscured by existing or to-be-planted eucalyptus trees and in other areas it
will be at the bottom of the slopes adjacent to the church property. While a continuation
of the masonry pilaster and wrought iron fencing would be desirable in lieu of the chain-
link, its visibility probably does not justify the additional expense. An exhibit showing
the type and location of the several fencing types will be on display at the meeting.
D. ANALYSIS
1. The proposed project has been well conceived and designed, thereby meeting one
of the precise plan guidelines of contributing to the enhancement of the area due to its
location adjacent to a designated gateway to the City. The slopes will be preserved and
supplemented with additional landscaping of the same plant materials. The recreation and
pool areas are screened from the freeway and streets by the buildings.
2. There was some concern regarding the proposed fencing plan--because of the security
system, the guest parking would not be available for guests because a card is needed to
activate the security gates. However, the applicant has agreed to install a communications
system which would allow guests to park on site after receiving authorization via the
communication system. It should be noted that there is a considerable amount of street
parking available on Flower Street. There are several areas adjacent to "E" Street and
Flower Street where the fence needs to be set back further on the property to obtain
proper sight distance for vehicular safety; therefore it will be necessary to eliminate
parking on Flower Street where it curves to meet "E" Street. There is more than adequate
street parking available in the "straight' section of Flower Street.

3. The following departments have offered comments:
a. Public Works:
As part of the subdivision process, approximately 33% of the cost to signalize
the intersection of Flower Street and Bonita Road is considered assignable to the total
Morgan and Gardner development based upon traffic projections. The cost shall include
design and overhead expenses. Deposit of the total participating share shall be required
prior to approval of the final subdivision map.
b. Fire Department:
Fire flow requirements are 1500 gpm. Four fire hydrants with two 22" outlets
and one 4" outlet will be required. The location of the hydrants are: the northeast
corner of Flower Street and Bonita Road; driveway north of Bonita Road near building #10;
driveway south side of Flower Street near building #3; and the north end of the driveway
near building #9.
c. Building and Housing:
An acoustical analysis is required as well as flood proofing. As of March 29,
1978 residential structures shall comply with the "new" Energy Conservation Standards.
RESOLUTION N0. PCM-78-16
RESOLUTION OF THE CITY PLANNING COP1MISSION RECOMMENDING TO THE
CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR A 217 UNIT
APARTMENT COMPLEX AT THE NORTHWEST QUADRANT OF I-805 AND "E"
STREET IN THE R-3-P-13-F ZONE
WHEREAS, Ordinance No. 1692, adopted by the City Council on July 13, 1976,
established the R-3-P-13-F zone on 18.25 acres located at the northwest quadrant
of I-805 and "E" Street, and
WHEREAS, on February 3, 1978 a precise plan was submitted by John W.
Gardner, Jr. and John B. h1organ for the construction of a 217 unit apartment
complex on 17.6 acres, and
WHEREAS, the City Planning Commission, at a duly advertised public hearing
held at 7:00 p.m., March 8, 1978 in the Council Chamber, City Hall, 276 Fourth
Avenue, considered the precise plan as submitted, and
WHEREAS, the environmental impact report, EIR-76-11, covering the project
was certified by the Planning Commission on March 9, 1977.
NOW, THEREFORE BE IT RESOLVED that the City Planning Commission finds as
follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or
working in the vicinity, or injurious to property or improvements in the vicinity.
The proposed buildings are required to be raised one foot above the 100
year flood level which will reduce the potential of flood damage. The site
is isolated from adjoining uses by slopes, streets and the I-805 freeway.
No direct driveway access will be taken from "E" Street.
b. That such plan satisfies the principles of the application of the P Modifying
District as set forth in Section 19.46.041.
The slopes have been preserved and supplemented by additional landscaping.
The recreational areas have been screened with the proposed buildings. The
architecture and proposed landscape plan and fencing will result in a
project which will enhance the area.
c. That any exceptions granted which deviate from the underlying zoning require-
ments shall be warranted only when necessary to meet the purpose and application
of the P Precise Plan Modifying District.
The plan meets or exceeds the requirements of the Code.
d. That approval of this plan will conform to the General Plan and the adopted
policies of the city.
The plan will result in a well conceived and designed project which satisfies
the goals and objectives of the General Plan and the Scenic Highway Element.
BE IT FURTHER RESOLVED that the City Planning Commission recommends that
the City Council approve the precise plan for the construction of a 217 unit
apartment complex at the northwest quadrant of I-805 and "E" Street, subject to
the following conditions:
1. Guest parking spaces may be located behind the security fence if
an adequate communication system is provided to allow guests to
enter the site. The security gate shall be located a minimum
distance of 25 feet from the street curb, In the event the plan is
revised eliminating the security fencing system, the plan need not
be reviewed again by the Commission or Council.
2. The most easterly driveway providing access to lot 57 shall be
relocated westerly to line up more directly with the access driveway
serving the parking area. Walls shall be relocated, grading adjusted,
and street parking eliminated as necessary to obtain proper sight
distance as determined by the city engineer,
