At the Council meeting of March 14, 1978, Council, after hearing testimony
from Chief Deputy District Attorney Richard Huffman, Marge Stein and Don
Painter, agreed to support the petition for rehearing by the Community
Release Board on the question of the parole of Joseph Morse.
A resolution has been prepared for Council action and a letter has pre-
viously been sent out by the Mayor pursuant to Council direction.

Re: Request for Rehearing on Parole of Joseph Bernard 11~orse
Dear Mr. Macomber:
At a special meeting on March 9, 1978, the City Council of the
City of Chula Vista filed a request to express opposition to the
parole of Joseph Bernard Morse recently granted by your Board.
However, at the Council meeting of March 14, 1978, a Chief
Deputy District Attorney from the office of San Diego District
Attorney Edwin Miller, as well as other citizens, appeared before
the Council requesting that the City Council support the request
of the District Attorney for a rehearing of the parole as granted
by your Board. Tt was the opinion of the Council that the hearing
which you previously conducted, did not provide sufficient infor-
mation for an adequate basis for concluding that Mr. R2orse should
or should not be paroled.
The City Council voted unanimously. to support the petition for
rehearing and strongly urges your Board to grant said petition and
provide a full and detailed explanation of the basis for your
action, whatever it might be, as a result of said rehearing,

The community cannot be satisfied with your decision to parole
PQr. 11lorse based upon the record as it presently stands. The
Chula Vista City Council believes that it is incumbent upon
your Board to provide proper assurances to the public at large
that if and when paroles are granted to those who committed such
atrocious crimes, that there is sufficient information to provide
a basis for belief that such a parolee will not be a danger to
society.
