Officer - Community Release Board ;-;-;- -- 714 "P" Street y ~`' Sacramento, California 95814 Re: Request for Rehearing on Parole of Joseph Bernard 11~orse Dear Mr. Macomber: At a special meeting on March 9, 1978, the City Council of the City of Chula Vista filed a request to express opposition to the parole of Joseph Bernard Morse recently granted by your Board. However, at the Council meeting of March 14, 1978, a Chief Deputy District Attorney from the office of San Diego District Attorney Edwin Miller, as well as other citizens, appeared before the Council requesting that the City Council support the request of the District Attorney for a rehearing of the parole as granted by your Board. Tt was the opinion of the Council that the hearing which you previously conducted, did not provide sufficient infor- mation for an adequate basis for concluding that Mr. R2orse should or should not be paroled. The Chula Vista City Council believes that it is incumbent upon your Board to provide proper assurances to the public at large that if and when paroles are granted to those who committed such atrocious crimes, that there is sufficient information to provide a basis for belief that such a parolee will not be a danger to society.
