BACKGROUND 1. The applicant has submitted a precise plan for the construction of a 105 unit motel and one manager's apartment unit, a restaurant with a seating capacity for 155 persons and 191 parking spaces, on a 2.8 acre parcel located at the southwest corner of I-805 and Otay Valley Road in the C-V-P zone. 2. The Environmental Impact Report (EIR-78-7) on this project was certified by the Planning Commission on May 10, 1978 and forwarded to the City Council on May 15, 1978. B. DISCUSSION 1. Adjacent zoning and land use. North R-1 Vacant (proposed condominiums) South R-3-P-11 & R-2 Apartments and condominium fourplexes East Unzoned I-805 freeway West C-V-P Vacant (proposed commercial center) 2. Existing site characteristics. The project site is an "L" shaped 2.8 acre parcel located at the southwest corner of I-805 and Otay Valley Road. The property is relatively level, sloping gently from the street to the rear property line and is devoid of any significant vegetation and trees. There is an existing chainlink fence along the easterly property line and along a portion of the street frontage on Otay Valley Road. BOARD/COMMISSION RECOMMENDATION On May 10 ,1978 the City Planning Commission voted 7-0 to recommend approval of the precise plan in accordance with Resolution PCM-78-19. COUNCIL ACTION ~ 13 (? AGENDA ITEM N0. 7, 7a Meeting of 6/13/78 Supplemental page No. 2 3. Proposed precise plan. The applicant proposes to construct a 3-story motel (Travel Lodge) and a single story restaurant on the property. The 6200 sq. ft. restaurant will be located on the westerly side of the property. The building will be set back 31 feet from the street and 10 feet from the west property line. Parking spaces are proposed to the rear of the building and between the restaurant and motel, which will be located on the easterly side of the site. The motel will essentially be two 3-story structures joined together by a single story connection in the middle. In addition, the front structure will be combined with a single story structure which will accommodate the manager's two bedroom apartment unit, the motel lobby, office, restrooms, and a 27' x 45', 1215 sq. ft., conference room (with seating capacity for 70 persons). The single story structure between the two motel structures will be used for linen storage, a storage room, laundry, and restrooms. To the west of this structure will be a swimming pool enclosed by a 4 foot high block wall with 6 feet of glass windscreen on top. The motel units will be located approximately 75 feet from the rear property line and an average of 135 feet from the curb along Otay Valley Road. 4. Parking and circulation. Access to the site will be provided by a single two way driveway located just to the east of the restaurant structure, leading to the parking areas. The roof of the single story portion of the motel will extend westerly to provide a covered (canopy) entrance to the motel office. The applicant has proposed six compact spaces on the east side of the motel. 5. Architecture. Both the motel and restaurant will have the same contemporary architectural treatment. The roofs will be a combination hip and flat roof of cedar shake shingle, with board and batten screening the flat roof area. The exteriors are a combination of slump block with wood trim, and simulated wood balconies. The slump block exteriors are used primarily on the restaurant and the single story portion of the motel. The architecture is very similar to the apartments presently under construction to the south. Earthtone colors will be used. 6. Grading. The finished grades shown on the plan indicates that the site will be filed between 3 to 5 feet. The deepest fill, 5 feet, will be at the south end of the site, adjacent to the apartments. A retaining wall will be required along certain portions of the property line. 7. Proposed signs. The applicant has proposed two freestanding signs on the property. One sign is a 4' x 8' monument sign with slump block pilasters at each end located on the easterly side of the driveway. The other sign is a 35 foot high, 150 sq. ft., pole sign at the southeast corner of the property. The staff met with a representative of the sign company at the site and had a sign placed at an elevation of 35 feet at the proposed sign location. It was determined that the 35 foot high sign, in accordance with the sign regulations of the Code, would be visible. The site will be raised 5 feet in this area which will add to the overall height of the sign from the present grade. Since no other signs are proposed at this time, any future submittals should be reviewed and acted on by the Zoning Administrator. 8. Landscaping. The landscaping concept and the proposed landscaped area should result in an aesthet- ically pleasing atmosphere. However, the parking along the periphery should be interspersed with planters at intervals of about 8-10 parking spaces in order to eliminate the long row of cars without a planting break. The landscaping in front of the motel will average nearly 50 feet in width. C. ANALYSIS 1. The architectural treatment of the proposed structures is compatible with the adjacent resideh.tial developments. The proposed three story buildings represent a departure from the building heights in the area. but should not adversely affect the closest residential units which are approximately 140 feet away. ~/~~~ AGENDA ITEM~N0.~7; 'a Meeting of 6/13/78 Supplemental page No. 3 2. The staff has been attempting to coordinate the two proposed commercial develop- ments on the south side of Otay Valley Road between Melrose Avenue and I-805. Preliminary plans for the development of the adjacent property to the west have been submitted. While these plans are still in the preliminary stage they represent the best analysis of the probable development. The majority of the commercial buildings will be located on the south side of the site except fora small building at the corner and another retail building at the north- east corner of the site. The retail building will be directly west of the proposed restaurant and will obscure its visibility from the west unless the building observes the same setback as the restaurant. Since the plans are still schematic, the building may be set back to correspond with the restaurant setback. 3. The proposed development has a self contained circulation system and access. While the plan proposes no vehicular aces between the motel site and the shopping center site, the applicant has expressed an interest in making this connection by extending his entrance driveway to the south. The Planning Commission and staff believe this connection is important and are therefore recommending that it be included as a condition of approval. 9130 ~7 RESOLUTION fd0. That such plan u!ill not, under the circumstances of the particular case, be detrimental to the health, safety or general ti•!elfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity; The architectural treatment and materials used on the proposed structures are similar to those used on the adjacent residential structures and are therefore compatible ti~!ith those buildings. The closest residential structures to the motel are approximately 140 feet a~•!ay. The grading of the t~~!o commercial properties on Otay Valley Road tivill be similar. The monument sign on Otay Valley Road will provide adequate identification from the street and since the proposed uses are tourist oriented, the freeway oriented sign will enable trave-lers using the free~•ray to locate the proposed uses sufficiently in advance to permit safe exiting from the free,vay. d. That approval of this plan will conform to the general plan and the adopted policies of the city. The proposed uses are consistent with the General Plan designation of visitor commercial for this area. 6E IT FURTHER RESOL`JED that the City Planning Commission recommends that the City Council appro:~e the precise plan for the construction of a 105 unit motel and one manager's apart~~~ent unit, a restaurant :with a seating capacity for 155 persons and 191 parking spaces on a 2.8 acre parcel located at the south~,vest corner of I-205 and Otay Valley Road in the C-V-P zone, subject to the follo~ving conditions: 1. The freestanding pole sign shall be limited to 35 feet in height. 2. The periphery parking shall be interspersed ~vith planters at intervals of approximately 10 parking spaces. 3. Compact parking spaces shall be limited to 10` of the total number of required spaces. 4. The total number of motel units and/or the seating capacity of the conference room and restaurant shall be predicated on the number of parking spaces provided unless adjacent parking is leased. 5. These improvements shall be coordinated tivith the facilities now being constructed by the County of San Diego and those to be constr°ucted by the Plaza Valle Verde developers. The developer nay be required to participate or guarantee participation in the construction of a traffic control signal at Otay Valley Road and i~1el rose Avenue. 7. The method of se~•rering the project shall be subject to approval of the Director of Publ is L•;orks. 8. A landscape and irrigation plan shall be submitted and approved concurrent or prior to the issuance of a building permit. 9. The developer shall underground overhead utilities along Otay Valley l Road and within the proposed project. 11. CALIFORNIA 92101 TELEPHONE 232-6563 June 9, 1978 Mr. David Peterson Director of Planning Department of Planning City of Chula Vista 276 Fourth Avenue Chula Vista, California 92010 Re: OTAY TRAVELODGE Resolution No. PCM-78-19 Dear Sir: Thank you for your letter of May 11, 1978, and for the recommendation on our proposal plan. The one item which is causing Five Flags Ltd. concern is Item 12 on Page 3 of the provision. In any P-Zone specification, the issue to be resolved is whether the plan will be "detrimental to the health, safety and general welfare of persons residing or working within the vicinity " Our main concern is this provision requires us to provide an access road for a private developer on our one and only access road for ingress and regress to our site. In review of the plan for the complete development, there is a showing of six (6) different access sites to Plaza Valle Verde complex and only one access to Five Flags Ltd. project. If required to provide this road or easement right, then it will create a thoroughfare directly in front of our restaurant facility and cause danger to the health and safety of employees and patrons of our restaurant. Further, there would be created a traffic congestion between the motel, restaurant and shopping center patrons along with confusion for parking facilities and patronage. Mr. David Peterson Director of Planning Re: Otay Travelodge June 9, 1978 Page Two Another problem is the creation of possible future disputes in reference to renumeration, easement provisions, insurance and maintenance of the proposed road. Since there is no other access road for the Five Flags Ltd. project, by complying with the provision of Item 12, it would create numerous problems in regards to the safety and general welfare of persons residing or working in the area and also patrons of the motel and restaurant, in contravention of the intent of P Zoning requirements. Since the Plaza Valle Verde facility has more than adequate facilities for ingress and regress, it seems more logical then that adjustments could be made on that project when the same is developed.
