ITEM TITLE contracts for the construction of Parkway Gymnasium Rehabili-
tation and Pool Auxiliary Solar Heating System and appropriating
funds .

At 11:00 a.m. on July 20, 1978, in the Engineering/Planning Conference
Room the Director of Public Works received sealed bids for the
construction of Parlaaay Gymnasium Rehabilitation and Pool Auxiliary
Solar Heating System. This work was actually bid as three separate
projects, each of which is to be awarded to the lowest responsible
bidder. The three projects are as follows:
1. Roofing and Sheet Metal Work. This work involves the removal
of roof gravel and installation of a replacement roofing over
existing membrane. It also includes the sheet metal work which
relates mainly to stabilizing the eaves-trough on both the east
and west sides of the building. Roofing vents are also indicated
and detailed to vent the base roofing ply.
2. Solar Heating. This work involves the installation of solar
heating panels which will serve the auxiliary pool heating system.
3. Gymnasium Lighting. This work involves replacement of electrical
fixtures within the gymnasium area.
Bids were received from six contractors as follows:
Project No. 1 - Roofinq and Sheet Metal Work.

FINANCIAL IMPACT
Cost of this project is being financed from State Park & Recreation
Block Grant Funds and monies transferred from Park Land Acquisition
and Development Funds, District No. 15. City will continue
maintenance as usual after completion of the project.
STAFF RECOMMENDATION
1. City Council appropriate $5,269.00 from the Unappropriated
Balance in Park Land Acquisition and Development Fund, District
No. 15, and transfer to Solar Heating Parkway Pool Project
Account #617-6170-PRBG-Ol.

The composite of all of the three low bids results in a total expense
of $58,918.60. This represents a savings of $15,843.50 from the
previous low bid of $74,762.10 which was rejected by the City Council
at their meeting of June 13, 1978. Although some of the bids for
the individual projects exceed the architect's estimate, the overall
composite is $125.40 below the architect's estimate of $59,044.00.
Staff believes that the low bids are acceptable.
The Director of Parks & Recreation has reviewed the bids and
recommends award of contracts to the low bidder for each individual
project.

5% contingencies (approximate) 2,981.40
Total estimated construction cost $61,900.00
Total funds currently available
for construction of this project $56,631.00
Additional funds required $ 5,269.00

2. City Council authorize the expenditure of $61,900.00 from
Account No. 617-6170-PRBG-Ol, Park & Recreation Block Grant
Project.
3. City Council accept bids and award contracts to:
a. Standard Roof Company in the amount of $16,078.60 for
the roofing and sheet metal work.
b. Great Western Solar Corporation in the amount of $27,860.00
for the solar heating portion of the work.
c. Chula Vista Electric Company in the amount of $14,980.00
for the gymnasium lighting portion of the work.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
