At the Council meeting of July 5th, Council approved Alternative 2 for
the expansion of the Madrona Avenue parking lot and installation of
ultimate drainage improvements underneath the parking lot. Council also
indicated that to begin work on this project immediately, the Rasos
would need to pay for the hiring of a private engineer. Staff has been
informed by the Rasos that they have retained Phillips-Reynolds
Engineering to complete the plans for this project.
It has not yet been determined how the construction project will be
funded. If the project is to be constructed this fiscal year, new
funding will require 4/5th's vote by the Council. Since the Rasos
are spending their own funds for an engineer to prepare the construction
documents, I recommend that the Council, as soon as possible, indicate
whether or not they are willing to fund the project this fiscal year.
If Council does not by 4/5th's vote appropriate $48,000 for this project,
then the funds spent for private engineer by the Rasos would not be
productive creating further frustration for them.

STAFF RECOMMENDATION
Approve Resolution appropriating funds for drainage and parking lot,
appropriating $25,000 from the unappropriated Parking District Fund 230
and $23,000 from the Community Development Block Grant Program
(632-6320-BG60~.
BOARD/COMMISSION RECOMMENDATION
Project Area Committee voted unanimously that Parking District Funds
not be used for this project because they feel acquisition of two
parking lots on Church Street areAo~f Pigh~rV~~rity.

If Parking District Funds are used, it will be my recommendation that
the contribution be limited to $25,000 since this project will increase
the number of parking spaces in the Madrona parking lot by five and the
value of a parking space has been determined to be about $5,000.
Of the four funding sources discussed, two (Community Development
Local Option and Parking District Funds) are restricted. Local Option
Funds. can only be used in accordance with HUD guidelines and in
eligible areas of the City. Parking District funds can be used only to
maintain, operate, and improve parking lots. Using the more restricted
funds now would give Council mare discretion in the future. Therefore,
I recommend that funding for this project be as follows:
Parking District Fund $25,000
Community Development Block Grant $23,000

CONSULTING ENGINEER
The RBsos have requested the firm of Phillips-Reynolds Civil Engineers
to prepare plans and specifications for the project. That firm is
acceptable to me since they have done other jobs in the area, are
qualified, and have a good concept of the particular problem. Funding
of the project will be conditioned such that the plans and specifications
shall be done to the satisfaction of the City Engineer in accordance
with Alternative 2. Also, all right-of-way and necessary private
property clearances shall be dedicated to the City free of charge prior
to award of contract for construction.
