BACKGROUND 1. The applicant has submitted a tentative subdivision map identified as Telegraph Canyon Terrace which proposes the subdivision of 15.35 acres, located on the south side of Telegraph Canyon Road between the I-805 freeway and a point 560 feet east of Oleander Avenue, into four lots in the R-3-G-P zone. The tentative subdivision map is being sub- mitted in order to convert 152 apartment units into condominiums. The units are presently being constructed. 2. The proposed project is exempt from environmental review as a Class 1(i) exemption. B. DISCUSSION 1. Adjacent zoning and land use. North, C-C-P and R-3 Proposed shopping center and apartments South R-1 Single family dwellings East R-1-H Fraternal lodge West - I-805 freeway 2. Proposed development. In August 1973 the Planning Commission approved the precise plan (PCM-73-17) for the development of 179 apartment units on the subject 15.35 acres. At the time of approval neither a public hearing nor Council review were required as part of the precise plan process. The precise plan was later modified by reducing the number of units to 152 while maintaining the basic site development plan. The subject property is a long narrow parcel with over 2400 feet of frontage along Telegraph Canyon Road, extending to a depth of 645 feet at its widest point and 165 feet at its narrowest. The property is largely steep slopes with the entire area having an average natural slope of 26%. 4. Proposed development. The developer proposes to be numbered consecutively, 1 Lot 1 - 3.43 acres - 32 units and parking. Lot 2 - 2.90 acres - 24 units Lot 3 - 4.72 acres - 48 units Lot 4 - 4.30 acres - 48 units and parking. None of the lots will have a subdivide the 15.35 acres into four lots. The lots will - 4, from east to west, and developed as follows: in 4 buildings, plus swimming pool, recreation building in 3 buildings, plus a racquetball court and parking. in 6 buildings with parking. in 6 buildings, plus a swimming pool, recreation building tensity of more than 10 units per acre. 5. Fees. Since this tentative map was filed prior to July 17th, the applicant is subject to tentative map fees and Residential Construction Tax fees under the City's old fee schedule. The additional tentative map fee is $479.60 and the additional Residential Construction Tax is $15,200.00, based upon development of condominiums rather than apartments.
