Recently,. the Civil Service Commission and City Council amended the Civil Service Rules
to allow certain CETA employees to be transitioned with regular City employment if the
person had successfully competed in a civil service examination. That rule change can
have a beneficial financial impact, in that departments need not retest experienced and
trained employees if the employees have served for at least one year with satisfactory
performance ratings.
Presently, the City has two CETA Firefighters who have completed five and seven months
of formal training, respectively. However, a recent decision to eliminate a Firefighter
in the Fire Department jeopardizes the chances for these two trained employees to move
into regular City employment. Department of Labor regulations require that all CETA
employees in a classification be laid off if: (1) a permanent employee in the same
classification is laid-off, or (2) a permanent position in the same class is frozen
or eliminated.
By mid-December 1978, both of the potentially affected employees will be eligible to
transition into vacant permanent positions in accordance with Civil Service Rule V,
Section 7(g) - Change of Appointment to Permanent. Therefore, in order to prevent
the unnecessary layoff of two trained CETA employees, it is recommended that the City
Council reconsider the deletion of one Firefighter position from the budget, and
reinstate the position through December 31, 1978.

in Fire Department Salary Account 1240-5101.
