One of the conditions of approval for Tentative. Parcel map #4-77
is for the subdivider to construct the public improvements for the
public alley between Second Avenue and Minot Avenue prior to the
approval of the Final Parcel map. The cul de sac for the proposed
Las Flores Drive is approximately 55 feet north of the property
within the boundaries of Tentative, Parcel Map #4-77.
Willard A. Rigley, owner and subdivider, requested the deferral of
the public improvements in the alley. On August 10, 1977 the
Planning Commission granted the deferral subject to posting surety
or executing lien agreement of $4,400 to guarantee the cost of
installing the public improvements. The owner and subdivider has
executed a lien agreement in the amount of $4,400. The public
improvements consist of installing portland cement concrete driveway,
24" underground storm drain and subgrade preparation. The City
Council must approve all agreements. Council approval of the agree-
ment will be followed by recordation of the lien in the Office of
the County Recorder.
