The City Council on September 13, 1977 by resolution Number 8812 estab-
lished an undergrounding utility district on Third Avenue from "G"
Street to "K" Street. The City Council was informed that the under-
grounding of the utilities along Third Avenue from "H" to "I" Street
would be a Type "B" district which means that the County of San Diego
would pay for the undergrounding of these utilities for that block as
part of the overall development cost of the South Bay Regional Center.
The remainder of the District would be funded by the City allocation
of Utility Company funds set aside annually for undergrounding.
The passage of Proposition 13 has clouded the construction schedule and
funding resources for the Regional Center Project. There is presently
no assurance that the Regional Center will be constructed as designed,
and the schedule is delayed indefinitely.
On February 27, 1978 and again on June 9, 1978, Engineering staff
received requests from San Diego Gas and Electric Company for the City
Council to exempt that portion of Third Avenue from "H" to "I" Streets
from conversion.
Staff has reviewed S.D.G.&E.'s request and finds that in accordance with
Section 15.32.170 of the Municipal Code the Council should grant special
permission to allow overhead facilities within the district between "H"
Street and "I" Street until such time as the South Bay Regional Cen-
ter's construction is assured or the subject property is otherwise
developed. This is based upon the following reasons:

1. It is uncertain at this time what kind of development will take
place along the west side of Third Avenue.
2. Location of underground facilities such as vaults, transformer
pads, hand holes, etc. are dependent upon the type of development and
street improvements required to serve the development. Conversion
now could require relocation of underground facilities at a later date
when development occurs at a great expense.
3. The County of San Diego has not made the necessary financial
arrangements with S.D.G.&E. to underground the overhead facilities
between "H" and "I" Streets.
4. The County of San Diego will not grant the required easements
upon their property to S.D.G.&E. for underground facilities.
5. The conversion of utilities between "H" and "I" Streets can be
rescheduled when the Regional Center is constructed or other develop-
ment occurs.
Granting of the Special Permission will require that a cable pole be
placed at "H" and "I" Streets to accommodate coming from underground
to the overhead source and going back underground.
This will also extend the time limit for the requirement that property
owners between "H" Street and "I" Street be ready to receive under-
ground utility service. The remainder of the district (between "G" St.
and "H" Street and between "I" Street and "K" Street will still be
undergrounded as scheduled.
San Diego Gas and Electric Company began the conversion of overhead
utilities from "G" to "H" Streets and from "I" to "K" Streets on
June 21, 1978.
