RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA REQUESTING CONSOLIDATION OF ELECTIONS TO PLACE
A PROPOSITION ON THE BALLOT FOR THE NOVEMBER ELECTION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHERE , the City of Chula Vista has heretofore adopted
Ordinance No.1 ~~ walling a special election to be held in the
City of Chula Vista on the first Tuesday in November, 1978, and
WHEREAS, pursuant to Division 14, Part 2, Chapter 4
(commencing at Section 23300) of the Elections Code and in par-
ticular Sections 23302 and 23314 thereof, the Board of Supervisors
of the County of San Diego has authority to consolidate elections
called by a district, city or other political subdivision for the
submission of any question, proposition, or office to be filled,
with a state-wide election to be held the same date, and
WHEREAS, it is desirable and in the public interest that
the said elections be consolidated.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
theCity of Chula Vista that pursuant to Division 14, Part 2,
Chapter 4 (commencing at Section 23300) of the Elections Code,
the Board of Supervisors of the County of San Diego be, and is
hereby requested to consolidate the election called by the City
of Chula Vista to be held on the first Tuesday in November, 1978
with the state-wide election to be held the same date.
BE IT FURTHER RESOLVED that for the purposes of such
consolidation the exact form of the Charter amendment to be voted
upon at said election shall be set forth on the ballot as con-
tained in Exhibit "A", attached hereto and incorporated herein by
reference as if set forth in full.
BE IT FURTHER RESOLVED that if this consolidation is
ordered then pursuant to Section 23306 of the Elections Code, (a)
the election shall be held in all respects as if there were only
one election; (b) only one form of ballot shall be used; and (c)
the Registrar of Voters of San Diego shall canvass the returns of
the subject election as part of the canvass of the returns of the
state-wide election.
BE IT FURTHER RESOLVED that if this consolidation is ordered,
then pursuant to Section 23305 of the Elections Code, within the
territory affected by the order of consolidation, the election pre-
cincts, polling places, voting booths and polling hours shall, in
every case be the same, and there shall be only one set of election
officers in each of the precincts.
BE IT FURTHER RESOLVED that the Board of Supervisors of
the County of San Diego be, and is hereby requested to authorize
and direct the Registrar of Voters of the County of San Diego, to
perform services necessary to conduct the election called by the
City of Chula Vista, to be held on the first Tuesday in November,
1978 with the cooperation and assistance of the City Clerk of the
City of Chula Vista, such services to include the following as
appropriate to the subject election:
1. Furnish a tabulation of the number of registered
voters in each precinct.
2. Establish voting precincts, secure locations for
polling places, secure the services of election officers for each
precinct as required by law, and furnish a list of precincts,
polling places, and election officers for filing in the office of
the City Clerk of the City of Chula Vista.
3. Prepare and furnish to the election officers necessary
election supplies for the conduct of the election.
4. Cause to be printed the requisite number of sample
ballots, official ballots, polling place slips, rosters, tally
sheets, and other necessary forms, along with Spanish translation,
as required.
5. Furnish and address the envelopes necessary to mail
sample ballots to the registered voters of the City of Chula Vista.
6. Insert the sample ballots and other printed matter
into envelopes for mailing, and cause the same to be mailed, as
required by law.
7. Assemble the election material and supplies into
ballot bags and make necessary arrangements for their delivery
to the various precincts.
8. Issue absent voter ballots as required by law.
9. Receive the returns of the election and supplies.
10. Sort and assemble the election material and supplies
in preparation for the canvassing of the returns of the election.
11. Canvass the returns of the election, including the
absent voter ballots.
12. Furnish a tabulation of the number of votes given
in each precinct.
13. Make all arrangements and take the necessary steps
to pay the members of the precinct boards, the polling place
rentals, the persons returning the ballot bags, and to pay all
other costs of the election incurred as the result of services
performed for the City of Chula Vista. Pay for the election
officials in the amounts prescribed by the Board of Supervisors
of the County of San Diego.
BE IT FURTHER RESOLVED that the Board of Supervisors of
the County of San Diego be, and is hereby requested to authorize
and direct the Auditor and Controller of the County of San Diego
to assist the Registrar of Voters of the County of San Diego in
the conduct of the election by the drawing of warrants as appro-
priate for the payment of the members of the precinct boards,
the polling place rentals, the persons returning the ballot bags,
and the other costs of the election incurred as the result of
the services performed for the City of Chula Vista in the conduct
of the election.

BE IT FURTHER RESOLVED that the City of Chula Vista reim-
burse the County of San Diego in full for services performed by the
Registrar of Voters of the County of San Diego in conducting the
subject election as aforesaid.
BE IT FURTHER RESOLVED that the City of Chula Vista agrees
to hold harmless the County, its officers, agents and employees from
expense or liability, including reasonable attorneys fees, as the
result of an election contest arising after conduct of the election.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to deliver forthwith four certified
copies of this resolution to the Clerk of the Board of Supervisors
of the County of San Diego and one certified copy of this resolu-
tion to the Registrar of Voters of the County of San Diego.

Sec. 313. ordinances; ~u^licat;c^.
'•;ithin 15 days after its ~assaQe, t!-:e City Clerk shall
cause each ordinance to he published at least once in a
r.e~~:snaper of general circulation published and circulated
in the city, or .if there is none, the clerk shall cause it

Ordinances shall not he published in a newspaper if the
charge exceeds the custor.~.arv rate charted by the newspaper
for publication of private legal notices, but such ordi-

The publication or postinG of ordinances, as required
.:.av be satisfied by: (1) Publication of the full text, or a
sur-.mary thereof prepared by the Cit~• Attorney, of a pro-
posed ordinance or proposed amendment to an existing ordi-
nance, and posting of a certified co~~~ of the full text
thereof in the office of the City Clerk, at least 10 days
prior to the City Council meeting at ;which the proposed
ordinance or amendment is to be heard, and publication of
the full text, or a summary thereof, of any ordinance or
amendr,~ent adopted by the City Council, and posting of a
certified copy of the full text of such adopted ordinance
or amendment in the office of the City Clerk along with
the names of those Council members voting for and against
the ordinance or amendment within 15 days of adoption; or
(2) A display advertisement of at leastrone-quarter of a
page in a newspaper of general circulation in the city of
any proposed ordinance or amendment at least 10 days prior
to the City Council meetinG at which it is to be heard, and
of any adopted ordinance or amendment ;vi thin 15 days after
its adoption, if the City Attorney determines it is not
feasible to prepare a fair and adequate summary of the
proposed or adopted ordinance or amerdr-.ent, and if the City
Council so orders. The advertisement shall indicate the
General nature of, and provide infor~:ation about, the pro-
posed or adopted ordinance or amendr.;ent, including informa-
tion sufficient to enable the public to obtain copies of
the complete text of such proposed ordinance or amendment.
