HomeMy WebLinkAboutRDA Reso 2011-2034RDA RESOLUTION NO. 2011-2034 (City Council Resolu(ion No. 1011-0[ 6) RESOLUTION OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA AUTHORIZING THE FILING OF AN APPLICATION FOR THE HEALTHY COMMUNITY PLANNING GRANT PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS FORA 2010-2014 FIVE YEAR IMPLEMENTATION PLAN AMENDMENT INCORPORATING PUBLIC HEALTH AS A REDEVELOPMENT PRIORITY AND THE DEVELOPMENT AND IMPLEMENTATION OF "CILANTRO TO STORES," A PROGRAM TO INCORPORATE FRESH LOCAL PRODUCE IN CONVENIENCE AND LIQUOR STORES, ACCEPTING THE TERMS OF THE GRANT AGREEMENT, AND STATING THE ASSURANCE OF THE CITY OF CHULA VISTA TO COMPLETE THE PROJECT BY FEBRUARY 1, 2012 WHEREAS, the Communities Putting Prevention to Work (CPPW) is a project of the County of San Diego Health and Human Services Agency (HHSA) funded by the federal Centers for Disease Control and Prevention through the American Recovery and Reinvestment Act (ARRA); and WHEREAS, the overarching goal of CPPW is to expand the use of evidence-based strategies and programs to address obesity rates, physical inactivity, and poor nutrition in the San Diego region; and WHEREAS, HHSA has partnered with the San Diego Association of Governments (SANDAL) to implement a number of initiatives that relate to transportation and land use planning and policy in the San Diego region; and WHEREAS, as part of the CPPW project, SANDAL will administer four pass-through grant programs to cities, the County of San Diego, Tribal Governments, school districts, and community organizations in the San Diego region to promote the integration of public health in planning, safe routes to school, and active transportation; and WHEREAS, the Healthy Community Planning Grant Program will provide grant funds to incorporate public health into local planning efforts; and WHEREAS, the Active Community Transportation Grant Program will provide grant funds to promote pedestrian- and bicycle-friendly neighborhoods; and WHEREAS, the Safe Routes to School Capacity Building and Planning Grant Program will provide grant funds for comprehensive Safe Routes to School planning; and RDA Resolution No. 2011-2034 (Clry Council Resolution No. 2077-016J WHEREAS, the Safe Routes to School Education, Encouragement, and Enforcement Grant Program will grant funds for programs that encourage and educate students, parents, school officials, and other community stakeholders on walking and bicycling to school safely; and WHEREAS, the City of Chula Vista wishes to receive up to $75,000 in grant funds for the Healthy Community Planning Grant Program for the following project: A 2010-2014 Five Year Implementation Plan Amendment incorporating public health as a redevelopment priority and the development and implementation of "Cilantro-to-Stores," a program to incorporate fresh local produce in convenience and liquor stores; and WHEREAS, the City of Chula Vista understands that the CPPW Grant funding is fixed at the programmed amount, and therefore project cost increases that exceed the grant awazded will be the sole responsibility of the grantee. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that staff is authorized to submit an application to SANDAG for Healthy Community Planning Grant funding in the amount of $75,000 fora 2010-2014 Five Year Implementation Plan Amendment incorporating public health as a redevelopment priority and the development and implementation of "Cilantro-to-Stores," a program to incorporate fresh local produce in convenience and liquor stores; and BE IT FURTHER RESOLVED that, if a grant awazd is made by SANDAG to fend the redevelopment plan amendment and "Cilantro to Stores" program, the City of Chula Vista commits to providing a minimum of $100,000 of matching funds and/or in-kind contributions and authorizes City of Chula Vista staff to accept the grant funds, execute the attached grant agreement with SANDAG with no exceptions, and complete a 2010-2014 Five Year Implementation Plan Amendment incorporating public health as a redevelopment priority and the development and implementation of "Cilantro to Stores" a program to incorporate fresh local produce in convenience and liquor stores by February 1, 2012.
