X NO ) BACKGROUND On October 12, 1976, the City Council approved an agreement with Victor Wulff and Associates to prepare preliminary plans, specifications and cost estimates for a Park Way Community Recreation Complex Project. This project included extensive remodeling and equipment replace- ment at the Park Way gymnasium; a cover over the swimming pool; and a 10,000 square foot community center to serve as a combination craft and game facility, social hall and gym- nasium. The community center is planned to replace the present deteriorated structure located east of the Park Way gymnasium. These plans and specifications were prepared for the City's application for funds under the Local Public Works Capital Development and Invest- ment Program; this project, however, was not selected for funding. Subsequently, the City Council approved a grant application for a Nejedly-Ha.rt State Urban and Coastal Park Bond Act Grant in the amount of $307,187, and appropriated $71,820 in match- ing City funds for construction of the community center as a separate project. Approval and a certificate of funding in the amount of $307,187 was recently received from the State for the Community Center Project. Following the receipt of project funding, architectural services were needed to take the pre- liminary plans prepared by Victor Wulff and Associates and extract the community center por- tion from the recreation complex project; to prepare working drawings and specifications; and to provide the architectural services required through the project construction phase. Requests for Proposals (RFP) were sent to architectural firms, requesting proposals to pro- vide these services. Five architectural firms made proposal presentations to a Staff Archi- t ectural Selection Committee, which selected Thom~a.s Williamson for the project.
