NO X ) A. BACKGROUND 1. The applicant has submitted a precise plan for a steel fabricating operation on a 1.37 acre parcel located at 1869 Nirvana Avenue in the Otay Industrial Park in the I-P zone. 2. The Negative Declaration on IS-79-9 was certified by the Planning Commission on August 23, 1978 and is forwarded herewith. 6. DISCUSSION 1. Existing site characteristics. The subject property is a 59,770 sq. ft. vacant site measuring 215' x 278'. The site is level except for down slopes on the north, west and east sides of the property. The public improvements, grading, fencing and the landscaping and irrigation in the front setback and front slope have been installed as part of the Otay Industrial Park develop- ment. However, the area has suffered from lack of development for several years, resulting in no maintenance of those planted areas. 2. Proposed plan. The applicant proposes to construct an 8800 sq. ft. metal structure on the northerly portion of the site which will be used to accommodate an 800 sq. ft. office area, a 4,000 sq. ft. fabricating shop and a 4,000 sq. ft. crane runway. A future 30' x 60' office structure is proposed to the south of the fabricating shop. Except for the slopes and a 40 ft. wide area just to the west of the rear slope, the entire site will be paved. The unpaved level area will be used for the storage of recreational vehicles. Tn addition, parking for 16 vehicles is provided on the site for employees and. customers. Architecture. The metal building will have a very slightly pitched roof. The roof and siding will be architecturally formed metal, tan in color, rather than smooth metal. The future office building will be a duplication of the larger structure. D. ANALYSIS 1. The landscaping in front and behind the existing 6 foot wood fence along the front has been poorly maintained. The owner of the Industrial Park is responsible for these landscaped areas and the staff is in the process of rectifying this problem. 2. The interior slopes are the responsibility of the applicant who has not yet submitted a landscaping concept for the treatment of these slopes. The applicant will be required to submit a landscape and irrigation plan upon application fora building permit. 3. The proposed use and development is consistent with the guidelines of the Otay Industrial Park, therefore it is appropriate to recommend approval of the precise plan. 42~ y RESOLUTION N0. PCM-79-4 RESOLUTION OF THE CITY PLANNING COMMISSIOP~ RECOMMEPJDING TO THE CITY COUNCIL THE APPROVAL OF THE PRECISE PLAN FOR THE DEVELOPMENT OF LOT 24 IN OTAY INDUSTRIAL PARK AS SUBMITTED BY TOWER STRUCTURES, INC. WHEREAS, Ordinance No. 1451 adopted by the Chula Vista City Council on May 7, 1973 established the zoning for approximately 230 acres of property located north of Otay Valley Road, 600 feet east of Brandywine Avenue, as I-P, and WHEP,EAS, a 25 lot industrial subdivision on approximately 98 acres, known as Otay Industrial Park, was approved by City Council Resolution No. 7799 on July 1, 1975, and WHEREAS, a precise plan for the development of Lot 24 (1.37 acres) at 1869 Nirvana Avenue, was filed by Tower Structures, Inc. on July 28, 1978, and WHEREAS, the City Planning Commission held a public hearing at 7:00 p.m. Wednesday, August 23, 1978 in the Council Chamber City Hall, to consider the precise plan for development as submitted, and WHEREAS, the Planning Commission found that in accordance with the Negative Declaration on IS-79-9 and the findings stated therein, this develop- ment will have no significant adverse environmental impact, and certified the Negative Declaration. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows: a. That such plan will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The plan will use the existing driveway and will improve the site with structures, paving and landscaping and should not be detrimental to persons or injurious to property and improvements. b. That such plan satisfies the principles of the application of the P Modifying District as set forth in Section 19.46.041. The plan is in conformance with the adopted guidelines of the Otay Indus- trial Park. c. That any exceptions granted which deviate from the underlying zoning require- ments shall be warranted only when necessary to meet the purpose and application of the P Precise Plan Modifying District. No exceptions to the Code are requested. N2~y d. Approval of this plan will conform to the General Plan and the adopted policies of the City. The use is consistent with the General Industrial classification of the General Plan for this area. BE IT FURTHER RESOLVED that the City Planning Commission recommends to the City Council the approval of the Precise Plan submitted by Tower Structures, Inc. for the development of a steel fabricating shop at 1869 Nirvana Avenue in the Otay Industrial Park, subject to the following conditions: 1. All signs shall be in conformance with the adopted guidelines for the Otay Industrial Park. 2. The landscaping and irrigation plan shall be in accordance with the Industrial Park guidelines and the Landscape Manual of Chula Vista. Both peripheral landscaping adjacent to the street and interior landscaping on the slopes shall be installed and/or brought into compliance with the code prior to building occupancy. Shop & Office Project Location: 1869 Nirvana Ave. Project Proponent: Tower Structures, Inc. 1869 Nirvana Chula Vista CASE N0. IS-79-9 DATE: August 10, 1978 A. Project Setting The project involves about 60,000 sq. ft. of vacant property on Nirvana Ave. within the Otay Industrial Park subdivision, (see attached locator). Adjacent parcels are currently vacant, however, several plans have been approved for development in the area. The property has an average slope of 2.3% and drains to the south & west. There is sparse vegetation present, no known rare or endangered species. Bentonite, a mineral used in the processing of petroleum products, has been mined in the general area. However, mining operations were discontinued due to the inferior quality of the resource present and economics. Grading of the site has precluded access to any deposit on this site. According to Special Report 123, prepared by the Calif. Div, of Mines and Geology, a verified segment of the La Nacion fault system and an inferred fault trace of the same association are located to the northeast of the project site. The inferred Otay Valley fault is also suspected of being located nearby to the south or acctually on-site. B. Project Description The applicant proposes to develop the subject site with a steel fabrication shop, an office warehouse and open craneway. The firm has a world-wide market for communication towers. Approximately 12,x00 sq. ft. of floor area is planned. Fifteen on-site parking spaces will be provided. The eastern portion of the property will remain undeveloped. C. Compatibility with zoning and plans The project site is zoned for general industrial development with a precise plan modifying district attached. Current zoning on-site and for adjacent land agrees with the General Plan's land use element. ~~~~ D. Identification of environmental effects 1. Earthquake faulting A verified segment of the La Nacion fault system is located to the northeast of the site. The inferred Otay Valley fault is suspected of b~Eng located along the southern portion of the subject property. A preliminary investigation of the site and the inferred fault was conducted which indicated that the anomaly identified in Special Report 123 is not a fault and no hazard to this use is present. 2. Soils A copy of the soils report prepared for EIR-73-7 (Otay Industrial Park) has been submitted to the City for review. Additional investigation should be undertaken if it is found necessary on this particular lot. 3. Aesthetics The project involves an open craneway and open storage area. The site's topography is such that much of the project will be visible and an imposing view could be created. There is an existing 6 ft. high wooden fence paralleling Nirvana which screens the site. The applicant has also indicated that there is landscaping with a sprinkler system adjacent to Nirvana. No other landscaping has been discussed. To ensure aesthetic quality, a comprehensive landscape plan should be submitted to the City's Landscape Architect and subject to his approval. E. Mitigation necessary to avoid impact Comprehensive landscape plans should be submitted to the City's Landscape Architect for review and approval. F. 0~6 ~~ Findings of insignificant impact 1. The project site was disturbed by grading of the original subdivision and is void of any known rare or endangered species. There are no significant mineral resources known to be present that could be extracted economically for commercial use. Eart h~uake faulting suspected of being present has been found to be an anomaly other than a fault and does not pose a substantial risk to human life or property due to the nature of the project. 2 2. The proposed project is consistent with the General Plan and associated elements and is not anticcpated to achieve short term to the disadvantage of long term environmental goals. 3. Potential visual impacts can be avoided through incor- poration of proposed mitigation and impacts which could. interact to create any substantial cumulative effect on the environment are not anticipated to occur. 4. No substantial increase in traffic or related emissions is expected to occur nor will any hazardous substance be emitted into the atmosphere as a result of project imple- mentation. G.
