On November 8, 1977, by Resolution No. 8882, the City Council approved an agreement between
the City and the Chula Vista Boys' Club for lease of property in Greg Rogers Park. The
purpose of the lease was to provide for use of a certain designated section of Greg Rogers
Park by the Boys' Club for constructing and operating a building and other facilities for
use as a Boys' Club to promote the physical, mental and moral welfare of boys residing in
or near the City of Chula Vista. (See Exhibit "A").
One clause in the lease stipulates that the Boys' Club agrees to use its best efforts to
enter into an agreement with the Chula Vista Chapter of the Girls' Clubs of America to pro-
vide for joint use of the property for a Boys' Club/Girls' Club facility. Such a.n agreement
has been reached and preliminary plans for a joint Boys' Club/Girls' Club facility have been
completed.
It was found during preparation of the preliminary plans that the pad envisioned by the
Boys' Club for their structure was not large enough for the combined Boys' Club/Girls' Club
structure. In order to accommodate the enlarged facility within the confines of the lease
area, extensive landfill and compacting would be required. The Sea Bees, who have volun-
teered to do the site grading, do not have the appropriate machinery to compact the site.
Additionally, it was found that a much more functional building could be designed if the
building site were enlarged. Accordingly, the Boys' Club/Girls' Club is requesting that the
original lease area be enlarged to accommmodate the planned Boys' Club/Girls' Club facility.
An amended lease providing for the requested enlargement is attached. (See Exhibit "B").
The Boys' Club/Girls' Club is also requesting permission to install a trailer and wooden
shed in the park, adjacent to the present park maintenance building, for use as temporary
club quarters. (See Exhibit "C").
Staff has no objection to enlarging the lease area or the inatallation of the temporary
building, provided the Boys' Club/Girls' Club can satisfy all of the engineering requirements
to provide drainage through the site, and a twn-year limitation be placed on the temporary
structure.

STAFF RECOMMENDATION
Council approve the revised lease between the City and Boys' Club/Girls' Club of Chula
Vista, and installation of twU temporary structures in the park for a period of two years.
BOARD/COMMISSION RECOMMENDATION
The Parks and Recreation Commission recommends approval of the agreement.
