For the past four years, the City of Chula Vista has operated a Senior Citizens' Information
and Referral Center. The Center helps senior citizens find solutions to complex problems,
such as housing, employment, Social Security, health, legal assistance and other vital needs.
Funding for the present Center has been budgeted from two sources: (1) Rent, utilities and
supplies are funded from Community Block Grant funds and (2) part-time employee salaries
and a share of the one full-time CETA employee's salary are funded from the City's General
Fund. During fiscal year 1978-79 budget preparation, in the wake of Proposition 13, funds
for the part-time employees were deleted, with the provision that the part-time employees
be replaced by volunteers.
During the course of volunteer recruitment and training, Mrs. Margaret Helton appeared
before the City Council to recommend that the City of Chula Vista submit a proposal to
operate a South Bay Information and Referral Center in response to a Request for Proposals
(RFP) from the San Diego County Department of Human Resources, and to fund three part-time
employees until the results of such a proposal are announced. Council instructed staff to
prepare. the proposal, and appropriated $2,000 for interim funding of the salaries for the
three part-time employees.
PROPOSAL
The Area Agency on Aging (AAA) has $102,500 of Title III funds from the Older Americans Act
currently available for the purpose of providing the following services to seniors aged
sixty and over: $17,500 (information and referral services -- South Bay area only); $21,000
(legal services); $32,500 (in-home support services); and $31,500 (multipurpose service
center).

can provide the services can apply for one or any combination of the service categories
in a single proposal. A minimum of 10% local matching funds is required to meet the non-

PROGRAM NARRATIVE
A. The City of Chula Vista is proposing to establish a Senior Information
and Referral Center for the South Bay area of San Diego County in response
to a request for proposals issued August 17, 1978 by the San Diego County
Department of Human Services.
The City's proposal is based on expanding an already developed Senior
Information and Referral Center to encompass the South Bay area. The present
Chula Vista Senior Service Center has provided senior information and referral
services in Chula Vista for the past four years, but in the wake of
Proposition 13 revenue reductions, City funds for the Center were eliminated
from the Center's budget.
The City plans to use the $17,500 AAA Grant, coupled with $7,200 in
Community Block Grant and $1,870 City General funds to continue the operation
of the present Center and to expand these operations to include the South Bay
area. The proposed South Bay Center will provide high quality information
and referral services to the South Bay elderly and to those who share the
concerns of the elderly. The Center's office will be the present Chula
Vista Information and Referral Center.
The functions of the Information and Referral Center will be to provide a
central location to:
1) Collect and maintain current data files of resources and services
available to the aged.
2) Disseminate general information by means of incoming telephone
contacts and provide general information to clients walking into
the Center.

3) Serve clients by identifying problems and making proper referral to
community resources when appropriate.
4) Initiate follow-up on referrals to determine if clients problem was
resolved or alleviated by the initial referral.
5) Provide housing information and make referrals to housing resources,
both government sponsored, non-profit sponsored, and local landlords
within the community.
6) Provide employment information, make referrals to government agencies,
non-profit organizations, private businesses, and among individuals
within the community who can be benefited by the labor of Senior Citizens.
The Information and Referral Coordinator will visit various Senior Sites
within the South Bay to disseminate the general information and to collect
data from service providers:
1) Prepare monthly newsletter which will detail events and resources,
and current opportunities of interest available to older persons in
the South Bay. This newsletter will be mailed to 100 social service
providers and individuals, on a monthly basis excluding the last
month of this contract.
2) At the Center we will provide a bilingual staffer to address the
needs of the large spanish speaking population of the South Bay.
B. The geographic areas to be served as deferred by the Area Plan 78/79 are:

The expected number of participants in each area to be served are:
Chula Vista - SRA 21
Otay
South Bay - SRA 22
San Ysidro
Imperial Beach
National City - SRA 4
Total: 1,400
This includes a total of 1,400 clients served during the eight month contract.
This area extends from I-5 on the coast on the West, to 805 Freeway on the
East and, from Division Street, National City on the North to the Mexican
Border on the South. This entire area includes 45 square miles.

C. This proposal intends to outline a program that will provide Information
and Referral Services to Senior Citizens. Service activities that will
be provided are: Information, agency referral, follow-up, problem solving/
counseling #1 and #2, resource development, and update and linkages. The
Chula Vista Senior Center has existed since 1975 and has provided Information
and &eferral services. We intend to be the focal point of a comprehensive
network of services that are accessible, appropriate, and adequate to meet
the needs of the elderly.
We will provide assistance to strengthen existing services which are
fragmented or weak. We intend to maximize Information and Referral service
benefits to the elderly by resource development, coordination and technical
assistance.
A quality Information and Referral Service can provide a linking mechanism
between seniors in need of human care service and providers within the
community that can address these needs. The Chula Vista Senior Center
system can help seniors identify problems and try to bring these problems
to resolution. By serving as an Information and Referral Service within the
South Bay we can address the problems of isolation among seniors. Our
bilingual outreach workers will help the minority seniors deal with the
language barrier encountered, and consequently expand the use of available
resources.
Our records will provide a valuable source to agencies such as, Area Agency
on Aging on the questions, frustrations, and needs of seniors within the
South Bay area.

D. PROGRAM GOALS:
1) To establish an Information and Referral Network in South County
that will address the unmet needs of South County elderly.
2) To develop an awareness among the elderly, particularly the
minority elderly, of the availability of human care services
which are relevant and acceptable to their cultural and/or
language background.

solving/ccunseling #2, to 1,400 seniors in the South Bay area
during the eight month contract period, by June 30, 1979 with a
total of 3,500 service unit within the contract period.
2) To coordinate the development and update of a resource file system,
centrally based and providing primary back-up support for the South
Bay area of Information and Referral Network by January, 1979.
3) To provide training and technical assistance for Information and
Referral Service providers bi-monthly.
4) To implement working linkage agreements with groups providing
services to the elderly in National City, Otay, Imperial Beach, and
San Ysidro by October, 1978.

E. PROGRAM EVALUATION PROCESS:
Evaluation of the program will be done in a monthly narrative report to
the Area Agency on Aging. This will detail strengths, benefits, and
perceived weaknesses and will specify corrective actions within specific
time lines.
A client survey will be taken during the fourth month of the program.
Community organization will be asked to contribute comments on program
responsiveness and to suggest improvements.

F. Since 1975, the Chula Vista Senior Service Center has been providing
Information and Referral services to over 500 duplicated clients a month.
The Center is located at 293 Madrona Street, Chula Vista, California 92010.
It is open from 8:00 a.m. to 5:00 p.m., Monday through Friday. The Center
is operated by the Parks and Recreation Department of the City of Chula Vista.
Services provided include general Information and Referral; job development,
housing referral, telephone reassurance, transportation, and information
seminars. There are existing linkages with nutrition centers, senior
organizations, service agencies, and senior activity centers in other
South Bay regions.
In addition to the Senior Service Center, the Parks and Recreation Department
operates the Norman Park Service Center. The Center has been in existence
since 1961 and providing both recreational and social services. The Center
averages approximately 10,000 participants per month. The goal of the
Center has been to promote fellowship and to eiminate isolation of Senior
Citizens.

I. The Senior Service Center has been providing information and referral
services to the South Bay for the past four years. During this period
of time, the Center has averaged a monthly participation of 500 Senior
Citizens. Tn terms of cost-effectiveness, the Center is currently budgeted
which will enable the Center to provide additional support to the funding
source.
