COUNCIL AGENDA STATEMENT Item No. 10 For meeting of 9/5/78 ITEM TITLE Resolution 9 ~ 51~Establishing Stop Signs on "J" Street at t~/ Oaklawn Avenue 1 ~~ ~+, SUBMITTED BY City Engineer via Director of Public Works ~" ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO x ) The following trial traffic regulation has been in effect since November, 1977; Schedule II - Special Stops Required Intersection Traffic Stopped On Signs Previous Condition "J" Street/Oaklawn Ave. Oaklawn Avenue 2 Existing Condition "J" Street/Oaklawn Ave. "J" Street & Oaklawn Ave. 4 City Council ordered the installation of a 4-way stop at "J" Street/ Oaklawn Avenue in November, 1977 after hearing the citizens request for improved traffic control at that intersection. City Council later gave tentative approval for a traffic signal at this inter- section, but this project was deleted from this year's Capital Improvement Program after the passage of Proposition 13. The stop signs were installed in November, 1977 and flashing red lights were added in May, 1978 to improve stop sign visibility for vehicles on "J" Street. Oat ed .............. -................. The Safety Commission voted 4-2 to make this regulation permanent at their meeting on July 26, 1978. COUNCIL ACTION Agenda Item No. 10 For meeting of 9/5/75 Supplemental Page 2 Initially there was a problem of stop sign violation of vehicles on "J" Street. Since the installation of the flashing red lights, the frequency of stop sign violation has decreased. In the period November, 1977 - July, 1978, there have been two reported accidents at this intersection. One accident (rear-ender caused by brake failure) may be indirectly attributable to the 4-way stop signs. The intersection does not presently meet any of the traffic signal warrants used by the City and it is doubtful that this intersection will ever satisfy the warrants due to the low volume of traffic on Oaklawn Avenue and the relatively few pedestrians crossing "J" Street (who are presently assisted by an adult crossing guard). In accordance with the City Code, it is now appropriate to make this trial traffic regulation permanent. The 4-way stop has improved ped- estrian safety by requiring vehicles on "J" Street to stop, but has increased vehicle delay on "J" Street. However, due to the volume on "J" Street (less than 10,000 ADT) the stop signs do not create signi- ficant congestion. Based on the increase in pedestrian safety at the intersection of "J" Street/Oaklawn Avenue, it is recommended that this trial traffic regu- lation be made permanent.
