In the 1977-78 C.I.P. Budget, a project RS-7 was approved for
"Traffic Signal Installation and Roadway Modifications at Brandywine
Avenue and Telegraph Canyon." The scope of the project includes in-
stallation of a traffic control signal complete with intersection
safety lighting, the widening of the existing roadway to provide for
two through lanes in each direction, and free right-turn lane onto
Brandywine Avenue and a left-hand turn lane onto Brandywine Avenue.
Subsequent to the approval of this project, the City Council, by
Resolution No. 8902, has approved an agreement with the subdivider
of El Rancho del Rey, Unit No. 5 Subdivision for completion of im-
provements associated with said subdivision. A portion of these
improvements include constructing a four-lane roadway and left-turn
lane at Brandywine Avenue. The City Council also by Resolution
No. 9150 has approved an agreement with E1 Rancho del Rey for the
installation of traffic signal at the intersections of Brandywine
Ave. and Telegraph Canyon Road and Paseo del Rey and Telegraph Can-
yon Road. Therefore, the City needs only to construct the free
right-turn lane and a small transition east of the intersection with
Brandywine to complete the improvement called for in the budgeted
project, RS-7.
Staff felt it was important for traffic safety to have a smooth
transition between the existing improvements adjacent to and east
of Windsor View Subdivision at Paseo Ladera and the four lanes con-
structed in El Rancho del Rey Unit No. 5 Subdivision. A consultant

Cost of this project is being financed with Revenue Sharing Funds
and Gas Tax Funds. City will assume maintenance of the improve-
ments upon completion of the project.
STAFF RECOMMENDATION
1. City Council approve agreement with subdivider of E1 Rancho
del Rey, Unit No. 5.
2. City Council. authorize the expenditure of $48,500 from "Traffic

was retained to recommend and prepare plans for improvements on
Telegraph Canyon Road which, when constructed, would provide this
smooth transition from four lanes to two lanes. The transition
improvements will provide for a left-turn lane onto Paseo Ladera
from Telegraph Canyon Road.
The staff has reviewed and approved the recommendations and plans
prepared by the consultant. Based on these plans it was necessary
to budget additional funds. In the 1978-79 C.I.P. Budget, a
project GT-91, was approved which provided the additional funds
necessary to construct the smooth transition recommended by the
consultant.
The subdivider of E1 Rancho del Rey Unit No. 5 has agreed to install
the improvements proposed in the budgeted projects, except for the
traffic signal which is being installed by the City contractor in
accordance with the agreement approved by Council Resolution 9150.
The costs to be charged to the City will be on a unit cost basis
and the City will pay for only those improvements actually installed.
The subdivider has agreed to do the work at the following estimated
unit costs:

We have reviewed the above unit prices with current prices being
paid for similar type work and find them to be overall lower than we
would expect to pay by competitive bidding.
The attached agreement calls for the following:
1. The subdivider of E1 Rancho del Rey, Unit No. 5 agrees to
install certain improvements shown on Drawings 77-326D, 77-325D
and 78-145D, which are the responsibility of the City.
2. The City agrees to pay subdivider for the improvements outlined
above, including administrative and overhead expenses.
3. The City agrees to reimburse developer in accordance with
actual contract unit prices as bid upon receipt of a verified
contract document and invoice for work completed.
The traffic signal and safety lighting are being installed by separate
contract. Construction of the traffic signal will be coordinated with
the construction of the street improvements.
