This application will be submitted to HUD via agreements with the County of San Diego Housing Authority. As requested by Council, the application will be with 50 family units and five handicapped units. These resolutions will empower the Housing Authority to undertake the application pro- cess with HUD. By approving the resolutions, the City in no way incurs financial lia-~ bility for these units. A brief description of the resolutions follow. a. The Cooperation Agreement between the City of Chula Vista and the Housing Authority of the County of San Diego is a contract setting forth duties for both parties in the development of low-rent public housing and is required by HUD. Most importantly, the Agreement addresses Payment In Lieu of Taxes (PILOT). As publicly owned developments, these housing units would be exempt from property taxes and special assessments. Under this procedure, the Housing Authority would annually turn the PILOT over to the City for distribution among taxing bodies. The PILOT will be equal to ten percent of the charges made to tenants for rent minus the cost of utilities. In the Application for Preliminary Loan for Low-Rent Public Housing, the City gives approval to the Housing Aut~iority to apply to HUD for a loan in the amount of $27,500. This loan is to cover the costs of surveys and planning required before construction of the units. The survey and planning costs are estimated at $500 per unit. c. The Memorandum of Understanding between the City of Chula Vista and the Housing Authority of the County of San Diego described the role the City wishes to play in the development of the low-rent units. The City seeks involvement with the Housing Authority throughout the entire development process. Furthermore, the City has set forth site criteria which it believes will be advantageous in the development of scattered site housing. Briefly, this criteria states that the City, 1. Requires compliance with the recently adopted Design Manual and all adopted zoning regulations, codes and ordinances. 2. That the number of units be limited to either six per site or 12 bedrooms with no more than four to a unit and that each site be at least 300' from each other. In addition, 10% of the total units should be for the handi- capped. 3. That the City shall be represented in the entire planning and implementation process. 9Zy0
