Item No. 12 For meeting of 8-22-78 ITEM TITLE SUBMITTED BY Resolution ~,,7_~~j Approving Project to Install Hand Dryers in Park Rest Rooms and Appropriating Project Funds ITEM EXPLANATION Director of Parks and Recreatiori~'~c, (4/5TH'S VOTE REQUIRED YES X NO ) BACKGROiJND The City is required by the County Health Department to provide some method for hand drying in all public rest rooms. Paper towels are presently being used in all park rest rooms except Palomar Park. The paper towels pose two destructive problems in the hands of vandals. The problen of greatest concern is the practice by vandals of setting the towels afire. No rest rooms have been lost to fire to date, but the potential is there. The other problem involves vandals stuffing the toilet bowls with towels to cause a stoppage. EXPERIMENT A year ago, in a continuing effort to find ways to reduce the destruction caused by this mindless vandalise, staff installed two vandalproof, hot air hand dryers in the rest rooms at Palomar Park on an experimental basis. To date, these hand dryers are still in good condition and still operating. I J Agreement Resolution~C Ordinance Plat Notification List Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT Transfer of $5,400 from Parks Acquisition and Development Fund No. 420 to Account No. 100-1520-5568, and the appropriation of these funds to purchase electric hand dryers will be required. STAFF RECOMMENDATION Council approve the installation of 18 hand dryers in parks rest rooms; approve the transfer of $5,400 from the unappropriated balance of the Parks Acquisition and Development Fund No. 420 to Account No. 100-1520-5568; and appropriate $5,400 to purchase and install 18 electric hand dryers. Funds for this project are available in the Parks Acquisition and Develognent Fund. RFST ROOM DOORS A suggestion has been made that doors be installed on the rest rooms so that they can be locked at a predetermined time each night. Installing doors would require a staff member to lock and unlock all of the doors each day, thus increasing the man hours required to maintain the parks. More importantly, in checking with other agencies which have tried using locked doors, their reports show that the doors are systematically battered down, thereby adding to costs for vandalism. The truth of these reports wa,s demonstrated to staff first hand this week when the locked doors on the rest rooms at the new County park were destroyed.
