As the traffic volumes grow on streets, there develops a need to install traffic signals at intersections. It has been difficult to require individual developments to install these traffic signals since they typically do not own the properties on all four legs of the traffic signal. Also, it is often inequitable to require them carrying the entire financial burden of the traffic signal installat-ion. Several conditions imposed on subdivisions in the past have required that the subdivider participate in the installation of traffic signals in accordance with a policy to be established by the City Council. The attached policy is in response to those conditions and also in response to a desire by staff to equitably distribute the cost of installing traffic signals within the City upon those persons who create the need. The attached Policy was developed with the following issues being considered: 1. New traffic signals being installed in the City should be paid for by those new developments, creating the demand. 2. Nearly every property has street and sewer improvements constructed adjacent to it. It is relatively easy to apportion costs of tYiese facilities to each lot. Traffic signals are required only at intersections and therefore it is not possible to determine how much a particular dwelling unit will benefit from construction of a specific signal. Actual income will depend upon the actual rate of development within the City during any specified period of time. Because we did not know at this point exactly how many traffic signals will be needed in the future, we used the 1995 CPO projections for the population of the City and prorated the number of future signals needed based upon the City's existing population and number of signals. 4. The fee would be collected at the building permit stage. 5. A special fund (Traffic Signal Account) shall be created where all monies collected under this policy shall be deposited. The entire City will be established as the benefiting district and the monies will be used for signalization as the need for traffic signals is established. The City will normally use the warrant system as done. in the past to determine when traffic signals will be needed. 6. Should developers be required to install traffic signals prior to adequate funds being in the Traffic Signal Account, policy provides that they will be reimbursed as monies are accrued. The. Policy sets forth the traffic generations imposed by different classes of developments. These generation factors are based upon national standards published in Institute of Traffic Engineer Trip Generation Manual. Fee per unit trip of generation will initially be set at $7.00 per trip. This fee can be increased or decreased in the future as the costs of traffic signal installation varies. Public Works Department used the CP0 series in the regional growth forecast as the basis for future population and trip generation in the City. By 1995, we projected an additional 40 traffic signals needed, which would accommodate an additional 332,000 new trips within the City each day. The cost of signalization, therefore, is calculated to approximately $7.00 per daily trip generated. Below are typical charges to developers as based upon this policy.
