SUMMARY
The purpose of the City of Chula Vista's Legislative Program is to provide City staff with
guidelines and broad policy direction on how to respond to legislative proposals initiated in
Sacramento and Washington, DC. It also indicates the City Council's priorities on matters that
should receive the greatest amount of staff time and attention throughout the course of the
legislative sessions. The City's Legislative Program is reviewed and updated each year in
accordance with Council Policy (300-01).
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because it does not
result in a direct physical change to he environment. Therefore, pursuant to Section 15060(c)(3)
of the State CEQA guidelines the activity is not subject to CEQA. Thus, no environment 1
review is necessary.
RECOMMENDATION
Adopt the resolution.

DISCUSSION
The Legislative Program is annually reviewed and updated to ensure that City staff members
have the direction needed to respond to legislative proposals in accordance with the City
Council's priority and preferences.
Items covered by the Legislative Program can be acted upon with the concurrence of the
City's Legislative Committee. This allows the City to respond quickly to measures that might
affect services to the public including, City operations, revenue resources, and other measures.
Measures not covered by the Legislative Program, but which City staff believes are sufficiently
significant to merit a response from Chula Vista, are brought before the full City Council for
consideration and direction.
The document presented for Council action reflects input from departments within the City.
DECISION MAKER CONFLICT
Staff has reviewed the City Council member property holdings and decisions contemplated by
this action and has determined for each that either: (i) it is not site specific, and consequently the
500 foot rule found in California Code of Regulations Section I 8704.2(a)(1) is not applicable, or
(ii) the City Council members have no property holdings within 500 feet of the boundaries of the
property that is the subject of the decision.
CURRENT YEAR AND ONGOING FISCAL IMPACT
There is no direct fiscal impact associated with adoption of the Legislative Program. Success in
obtaining state and federal funding for individual projects may result in the receipt of funds to
the City, however, those cannot be determined at this time.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE 2011 LEGISLATIVE
PROGRAM
WHEREAS, the Legislative Program is annually reviewed and updated to ensure that
City staff members have the direction needed to respond to legislative proposals in accordance
with the City Council's priority and preferences; and
WHEREAS, items covered by the Legislative Program can be acted upon with the
concurrence of the City's Legislative Committee; and
WHEREAS, this allows the City to respond quickly to measures that might affect City
operations, revenue resources, and other measures; and
WHEREAS, measures not covered by the Legislative Program, but which City staff
believes are sufficiently significant to merit a response from Chula Vista, will be brought before
the full City Council for consideration and direction.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
does hereby adopt the 2011 Legislative Program, a copy of which is on file in the Office of the

• The City's Legislative Program is reviewed and updated each year
in accordance with Council Policy (300-01).
• The Purpose of the Legislative Program is to provide City staff with
guidelines and broad policy direction on how to respond to
legislative proposals initiated in Sacramento and Washington DC.
• The Program indicates the City Council's priorities on those matters
that should receive the greatest amount of staff time and attention
throughout the course of the legislative session, and
• The Policy provides Staff and the Legislative Sub-Committee with
direction and authority to respond to urgent issues and ensure the
City's timely participation. when Program items are being decided in-
between City Council sessions.
