OF THE CITY OF CHULA VISTA
October 7, 2010

A Workshop of the City Council of the City of Chula Vista was called to order at 4:02 p.m. in
the Council Chambers, located at 276 4`s Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Councilmembers Bensoussan, McCann, Ramirez, and/ Mayor Cox
ABSENT: Councilmember Castaneda
ALSO PRESENT: City Manager Sandoval, City Attorney Miesfeld, City Clerk Norris, and
Deputy City Clerk Bennett
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Director of Conservation Meacham led the Pledge of Allegiance.
PUBLIC COMMENTS
Joyce L. Wright, Chula Vista resident, asked for information about the City's cost for operating
the Norman Park Senior Center, and a timeline for the potential closure of the center. Mayor
Cox referred the matter to City Manager Sandoval.
ACTION ITEM
1. CONSIDERATION OF ACCEPTING THE 2009 GREENHOUSE GAS EMISSIONS
INVENTORY REPORT, CLIMATE PROTECTION MEASURES REPORT AND
RECOMMENDATIONS ON CLIMATE ADAPTATION STRATEGIES
As part of Chula Vista's climate protection program, staff has completed a greenhouse
gas (GHG) emissions inventory for 2009 which indicates that annual citywide GHG
levels have increased since 1990, but have slightly decreased since the previous year. To
meet the City's commitment to reduce emissions 20% below 1990 levels, staff has
continued to implement the seven climate protection (or "mitigation") measures adopted
by City Council in 2008 which focus on lowering energy and water consumption,
installing renewable energy systems, promoting alternative fuel vehicle use, and
designing pedestrian and transit-friendly communities. Staff has also facilitated the
Climate Change Working Group`s development of a list of recommended strategies to
reduce Chula Vista's vulnerability to expected local climate change impacts (known as
climate "adaptation"). (Director of Conservation & Environmental Services)

Mayor Cox suggested with Council consensus, that the resolution be amended to direct staff to
return to the Council in 180 days rather than the proposed 120 days. She then recognized
Councilmember Bensoussan as the recipient of the ICLEA 2010 Sustainability Leadership
Award trophy.
ACTION: Councilmember Bensoussan moved to adopt the following Resolution No. 2010-
239, as amended to have staff return in 180 days:

THE CITY OF CHULA VISTA ACCEPTING THE CLIMATE CHANGE
WORKING GROUP'S RECOMMENDATIONS ON CLIMATE ADAPTATION
STRATEGIES AND DIRECTING STAFF TO RETURN TO COUNCIL
WITHIN 120 DAYS WITH MORE DETAILED IMPLEMENTATION PLANS
FOR FUTURE CONSIDERATION
Deputy Mayor Ramirez seconded the motion and it carried 4-0.
Staff Member Reed presented the Climate Protection Measure two- year progress report, which
included information and major accomplishments regazding the following Climate Protection
Measures:
1. Clean Vehicle Replacement Policy for City Fleet
2. Clean Vehicle Replacement for City-Contracted Fleets
3. Business Energy Evaluations
4. Green Building Standazd
5. Solaz & Energy Efficiency Conversion Program
6. Smart Growth Around Trolley Stations
7. Turf Lawn Conversion Program
ACTION: Councilmember McCann moved to adopt the following Resolution No. 2010-240,
heading read, text waived:

Deputy Mayor Ramirez seconded the motion, and it carried 4-0.
ACTION: Councilmember McCann moved to rescind the previous action, and to amend his
motion to include only acceptance of the two-year progress report. Deputy Mayor
Ramirez seconded the motion, and it carried 4-0.
Intem Cory Downs presented the 2009 Greenhouse Gas Emissions Inventory Report.
ACTION: Councilmember McCann moved to rescind the previous action and to adopt the
following Resolution No. 2010-240:

4. COUNCILMEMBERS' COMMENTS
ACTION: Councilmember Bensoussan moved to place on the next City Council Agenda a
resolution in support of the City of Chula Vista's participation with the Institute
for Local Governments Beacon Award: Local Leadership Toward Solving
Climate Change. Councilmember McCann seconded the motion and it carried
4-0.
ADJOURNMENT
At 6:12 p.m., Mayor Cox adjourned the meeting to the next Regular City Council Meeting on
October 12, 2010, at 4:00 p.m., in the Council Chambers.
