SUMMARY
During this Centennial year, in recognition of the importance of the lemon industry to the history
of the City of Chula Vista the Centennial Sub-Committee and Staff recommend the official
designation of the lemon tree as the official tree of the City of Chula Vista.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed activity for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposed
action will no result in direct or indirect physical changes in the environment. Therefore,
pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to
CEQA. Thus no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
When Chula Vista was incorporated as a City in 1911, the lemon crop was the leading industry
for this new municipality. Unofficially designated as the "Lemon Capitol of the World," Chula
Vista continued to be a leading lemon-growing center for the many decades until agriculture was
replaced by manufacturing and other industries that have helped Chula Vista build beyond an
agricultural community. The lemon has continued to have iconic value and its importance to the
City of Chula Vista is celebrated annually by the Third Avenue Village Association's Lemon
Festival in August.

In support of the City of Chula Vista's 100` birthday, the Centennial Environmental Sub-
committee and the Chula Vista Garden Club will be selling 100 "Centennial" lemon trees to be
planted in the City of Chula Vista as a California Arbor Day and Chula Vista Centennial project.
The Chula Vista Garden Club requests that the lemon tree be designated as the official tree for
the City of Chula Vista.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
There is no direct fiscal impact to the City budget from approving this resolution.
ONGOING FISCAL IMPACT
There is no direct fiscal impact to the City budget from approving this resolution.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA DESIGNATING THE LEMON TREE AS THE
OFFICIAL TREE FOR THE CITY OF CHULA VISTA
WHEREAS, when Chula Vista was incorporated as a City in1911 the lemon crop was the
leading industry and the City was unofficially designated as the "Lemon Capitol of the World;"
and
WHEREAS, the City of Chula Vista continued to be a leading lemon-growing center for
many decades until agriculture was replaced by manufacturing and other industries; and
WHEREAS, the lemon has continued to have iconic value and its importance to the City
of Chula Vista is celebrated annually by the Third Avenue Village Association's Lemon Festival
in August; and
WHEREAS, in support of the City of Chula Vista's 100`h birthday, the Centennial Sub-

and
WHEREAS, the City of Chula Vista does not presently have a designated official tree;

WHEREAS, the Chula Vista Garden Club requests that the lemon tree be designated as
the official tree for the City of Chula Vista.
WHEREAS, the Centennial Sub-Committee and City Staff believe that there is
significant merit to designation of the lemon tree as the official tree for the City of Chula Vista.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby designate the lemon tree as the official tree for the City of Chula Vista.
