RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING CONDITIONAL USE PERMIT
PCC-89-17 TO ESTABLISH SOUTH BAY COMMUNITY
SERVICES AT 590 "G" STREET
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Chula Vista Redevelopment Agency has
requested the relocation of South Bay Community Services (SBCS),
a non-profit social service agency, from its present location at
429 Third Avenue to an existing commercial office building at 590
"G" Street, and
WHEREAS, the Redevelopmerit Agency has purchased the
Third Avenue property and the site will be cleared for the
construction of the administrative offices of Sweetwater Union
High School District and the Agency is responsible for relocating
the existing tenant, SBCS, to comparable accommodations, and
WHEREAS, approval of the conditional use permit is land
use authorization only--it does not commit the Agency to fund the
relocation and tenant improvements, and
WHEREAS, the Environmental Review Coordinator conducted
an Initial Study, IS-89-35, of potential environmental impacts
associated with the implementation of the project and based on
the attached Initial Study and comments thereon, if any, the
Coordinator has concluded that there would be no significant
environmental impacts and recommends adoption of the Negative
Declaration issued on IS-89-35, and
WHEREAS, on November 9, 1988, the Planning Commission
voted 6-0 to adopt the Negative Declaration issued on IS-89-35,
which is herewith forwarded for Council review and adoption, and
to recommend that the Council approve the request in accordance
with Resolution PCC-89-17.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve Conditional Use
Permit PCC-89-17 to establish South Bay Community Services at 590
"G" Street in accordance with Planning Commission Resolution
PCC-89-17 and subject to the following conditions:
1. The facility shall accommodate no more than 11
employees and 25 clients/students at any one time
between 8:00 a.m. and 5:00 p.m., and no more than
four employees and 15 clients at any one time
between 5:00 p.m. and 8:00 p.m. without the prior
written consent of the Zoning Administrator.

2. Clients/students shall be supervised at all times
and shall not be allowed to loiter or congregate on
or near the property.
3. The parking area shall be restriped according to the
alternative parking layout plan submitted with the
application.
4. Failure to comply with these conditions or
complaints filed with this City will cause the use
permit to be reviewed by the City for additional
conditions on revocation.
BE IT FURTHER RESOLVED that the City Council does hereby
adopt the Negative Declaration issued on IS-89-35.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista adopts the following findings:
1. That the proposed use at the location is necessary
or desirable to provide a service or facility which will
contribute to the general well being of the neighborhood or the
community.
The site will provide a centralized and convenient
location for SBC$ to provide its valuable services
to youths within the community.
2. That such use will not under the circumstances of
the particular case, be detrimental to the health, safety or
general welfare of persons residing or working in the vicinity or
injurious to property or improvements in the vicinity.
The SBCS will function very much like a typical
office use and is expected to generate less demand
for parking than other uses which could occupy the
space by right.
3. That the proposed use will comply with the
regulations and conditions specified in the code for such use.
The use will be required to comply with all
applicable codes, conditions, and regulations prior
to and during occupancy of the site.
4. That the granting of this conditional use permit
will not adversely affect the general plan of the City or the
adopted plan of any government agency.

The proposal is consistent with City policy to
provide a full range of public and quasi-public
services and facilities for the benefit of Chula
Vista residents.
