BACKGROUND 1. The applicant has submitted a tentative subdivision map, proposing to subdivide 30.0 acres of land located easterly of Otay Lakes Road and north of the Bonita Vista High School into 57 single family residential lots and 4 open space lots (61 lots total). 2. The rezoning and prezoning of this property from R-E and County L-C to R-1-15-P is the preceding agenda item. The tentative subdivision map represents the precise plan for the development of the property. B. DISCUSSION 1. Existing site characteristics The subject "L" shaped property is essentially two ridges separated by a small canyon and has an average natural slope of 222%. The SDG&E transmission line easement cuts diagonally across the two northwesterly corners of the property leaving approximately 25 acres developable. 2. Tentative subdivision map The developer proposes to divide the 25 acres of developable land into 57 single family residential lots and 4 open space lots. Access to the property will be provided by extending a road from a point where Ridgeback Road and Otay Lakes Road intersect. The developable land will be graded by lowering the two ridges and filling in the small canyon. All proposed lots will front on a dedicated street except for four (4) lots which will be served by a 30 ft. wide easement. Two of the four (4) open lots are part of the SDG&E easement. Map ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT STAFF RECOMMENDATION: Concur with Planning Commission recommendation if the developer provides evidence of having reached agreement with the school districts by the time of the June 6, City Council meeting. BOARD/COMMISSION RECOMMENDATION: On May 10 the Planning Commission voted 6-1 to recommend approval of the tentative map for Bonita Haciendas in accordance with Resolution PCS-78-2. The fourth open space lot of approximately 12 acres is proposed in the center of the development and will be developed as a private mini-park to be maintained by a homeowners' association. A pedestrian access is located between the mini-park and Via La Cuestra. Cumbre View and Ridgeback Road'(Canyon Drive) nave been stubbed to serve the property to the north and Via Hacienda is stubbed to serve future developments to the east. 3. Proposed Lots Of the proposed 57 single family residential lots, approximately 34 lots will have less than 15,000 sq. ft. of lot area. The average lot size of these lots is approximately 12,200 sq. ft. which represents a reduction of 2800 sq. ft. per lot or a total of 2-1/4 acres. The applicant will have open space in excess of the 2-1/4 acres exclusive of the 42 acres encumbered by the SDG&E easement. As per the standards established in the precise plan guidelines, each lot shall have a minimum pad area of 6500 sq. ft. There are four (4) split level lots designed in the sub- division to take advantage of the terrain. 4. Sewer The developer intends to install a sewer pump station which will pump the sewer to Otay Lakes Road. The pump station will be maintained by the homeowners' association and abandoned once a gravity sewer is installed to the north of the proposed sub- division. C. ANALYSIS 1. The 12 acre lot in the interior of the subdivision which will be owned and maintained as private open space by a Homeowners' Association will not relieve the applicant of his obligation for park fees. Since the amount of compensating open space is directly related to the reduction in the lot size from the required 15,000 sq. ft., the applicant is obligated to adjust lot lines and square footages to balance. 2. The developer has submitted a revised tentative map incorporating the changes required by Resolution PCS-78-2. The conditions which have been addressed are: conditions b, c, e, h, i, j, q and w. At the time of this writing, the developer has not submitted a letter from either school district indicating that an agreement has been reached regarding school fees due to overcrowded conditions in the Junior High and Hig School and with Tiffancy Elementary School operating a~ capacity the developer was required to assist the schools as part of the mitigating measures of this subdivision. The developer has been contacted regarding this responsibility and may have reached agreements wiith the school district by the time this matter is before the City Council, at which time the developer may submit evidence of such. 3. There are still some minor corrections to be made to the tentative map. These are as follows: a. The typical street section for Ridgeback Road must be changed to Canyon Drive. b. Cumbre View must be added to the typical street section and indicated on the map. c. The curb return at the knuckle is required to have a 25' radius. d. The number of residential lots must be indicated on the title sheet. 4. Four copies of the revised tentative map must be submitted to the Planning Department prior to filing of the final map.
