HomeMy WebLinkAboutReso 1988-13885 RESOLUTION 13885 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF COASTAL DEVELOPMENT PERMIT NO. 31a FOR SOUP EXCHANGE RESTAURANT IDENTIFICATION SIGNS AT 285 BAY BOULEVARD The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been certified by the California Coastal Commission; and, WHEREAS, said LCP includes Coastal Development procedures determined by the Commission to be legally adequate for the issuance of Coastal Development Permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zone; and, WHEREAS, a public hearing was duly noticed and conducted on November 6, 1988, in accordance with said procedures; and, WHEREAS, the City Council of the City of Chula Vista, as "approving authority", has reviewed Coastal Development Permit Application No. 31 a for the Soup Exchange Restaurant identification signs at 285 Bay Boulevard. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: The City Council of the City of Chula Vista finds, based on the following findings, that installation of a freeway oriented sign, a monument sign, and a canopy sign, subject to conditions listed in Attachment I, is consistent with the intent of the policies of the certified Chula Vista Local Coastal Program: _ 1, The proposed project subject to conditions is in conformance with the Chula Vista certified Local Coastal Program because: a. the installation of the proposed signs will not entail significant land area disturbance and the project site is developed and landscaped and does not support any natural vegetation or resources; b, the square footage of the proposed signs are within the allowable dimensions provided in the Bayfront Sign Program and the signs are well designed and provide identification consistent with the Bayfront sign program; and c, the increased height of the freestanding freeway sign will not obstruct views to the coastal area due to its location behind an existing building which exceeds the height of the proposed sign, BE IT FURTHER RESOLVED that the City Council hereby approves Coastal _ Development Permit No, 31a, ~~.~_~.~_ Approved as to form by Community Development Director 'IT WPC 3842H ATTACHMENT I Soup Exchange Signs 285 Bay Boulevard Coastal Development Permit No. 31a CONDITIONS OF APPROVAL 1. Prior to approval of a building permit, a site plan must be submitted for Traffic Engineering's approval which accurately reflects the conditions existing at this site. Submitted plans are to include details of sign design and sign location with respect to buildings, walls, landscaping, and sidewalks. 2. Proposed sign is not to encroach into the public right of way. 3. Proposed sign is not to be located any farther north than a point 35 feet north of the main entrance to the building. Only proposed sign locations south of this point will be considered, 4. The freeway-oriented sign shall be allowed for a period not to exceed two years from the date of installation but no later than December 1989. Applicant shall remove the sign and re-landscape accordingly when the interim time allowed expires. Z.
