The easement was granted at a time when there was a possibility of extending First Avenue north from Main Street to Orange Avenue. Since that time, development has occurred to eliminate the need for a street at this location. The Street Vacation Act of 1941, in accordance with the California Streets and Highway Code, requires that a public hearing be held to hear people in favor of or objecting to the proposed vacation.
