RESOLUTION OF THE CITY COUNCIL, OF THE CITY OF CHULA
VISTA, CALIFORNIA, RECITING THE FACT OF THE SPECIAL
MUNICIPAL ELECTION HELD IN SAID CITY OF CHULA VISTA
ON THE 6th DAY OF JUNE, 1978, DECLARING THE RESULT
THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY
THE PROVISIONS OF THE CHARTER OF THE CITY OF CHULA
VISTA
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, a regular general municipal election was held
and conducted in the City of Chula Vista, County of San Diego,
State of California, on Tuesday, the 11th day of April, 1978, as
required by the Charter of the City of Chula Vista, and
WHEREAS, at said election for Seat No. 4 of said City,
no candidate received a majority of the votes cast therefor and
in accordance with Section 300 of the Charter of the City of Chula
Vista, a special runoff election was conducted on Tuesday, the
6th day of June, 1978, and
WHEREAS, notice of said election was duly and regularly
given in time, form and manner as provided by law; that voting
precincts were properly established; that election officers were
appointed and that in all respects said election was held and
conducted and the votes cast thereat, received and canvassed and
the returns made and declared in time, form and manner as required
by the provisions of the Elections Code of the State of California
for the holding of elections in cities, and
WHEREAS, as a result of said election, the City Clerk of
the City of Chula Vista canvassed the returns of said election and
has certified the results to this City Council, said returns are
received, attached and made a part hereof as "Exhibit "A".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA
VISTA, CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That there were 90 voting precincts esta-
blsihed for the purpose of holding said election, consisting of
consolidation of the regular precincts in the City of Chula
Vista.
SECTIOPJ 2. That said special municipal election was
held for the purpose of electing the following officer of said
City as required by the Charter of the City of Chula Vista, to-wit:
One (1) member of the City Council (Seat No. 4) of said
City for the full term of four (4) years.
SECTION 3. That the whole number of votes cast in said
City (except absent voter ballots) was 23,390.
That the whole number of absent voter ballots cast in
said City was 921 , making a total of 24,311 votes cast in said
City.
SECTION 4. That the names of persons voted for at said
election for member of the City Council of said City are as follows:
George B. Gillow 12,529
Leonard M. Moore 8, 640

SECTION 5. That at said special municipal election, the
following measures were submitted to the electors of said City,
to-wit:
PROPOSITION T
An amendment to the Charter of the City of Chula
Vista amending Article X, Section 1000 thereof, pro-
viding far the election of members of the City Council
at the time of the general municipal election of gen-
eral law cities and for election of the Mayor at the
time of the election of school governing board members
as such may be presently established by the legisla-
ture of hereafter amended.
PROPOSITION U
An amendment to the Charter of the City of Chula
Vista amending Article III, Section 303 thereof,
providing for the method of filling vacancies for
members of the City Council or Mayor by the City
Council and their term of office to the next general
municipal election as provided by the Charter.
PROPOSITION V
Shall the City Clerk of the City of Chula Vista be
authorized and directed to revise the Charter of
the City of Chula Vista to eliminate all language
which has no current legal significance and change
all references to "he" or "men" so that the Charter
has no sexist orientation and to renumber and combine
certain Charter provisions throughout the Charter of
the City of Chula Vista so that said Charter shall
be updated and properly codified without changing
in any way the substance thereof except as may be
changed by a vote of the people acting on other
propositions.
SECTION 6. The City Council does declare and deter-
mine that:
George B. Gillow was elected as a member of the
City Council of said City for the full term of
four years for Seat No. 4.
That as a result of said election, a majority of the
qualified voters voting on Propositions T, U, and V
did vote in favor thereof and that said propositions
carried, and shall be deemed adopted and ratified.
SECTION 7. The City Clerk shall enter on the records
of the City Council of said City a statement of the result of
said election showing:
(1) The whole number of votes cast in the City;
(2) The names of the persons voted for;
(3) The measures voted upon;
(4) For what office each person was voted for;
(5) The number of votes given at each precinct to
each person, and for and against each measure;
(6) The number of votes given in the City to each
pers on, and for and against each measure.

SECTION 8. That the City Clerk shall immediately make
and deliver to the person so elected a Certificate of Election
signed by the City Clerk and duly authenticated; that the City
Clerk shall also administer to said person elected, the Oath of
Office prescribed in the State Constitution of the State of
California and shall have him subscribe thereto and file the
same in the office of the City Clerk, Whereupon, said person
so elected shall be inducted into the office to which he has
been elected.
SECTION 9. ..That the City Clerk shall certify to the pas-
sage and adoption of this resolution; shall enter the same in the
book of original Resolutions of said City; and shall make a minute
of the passage and adoption thereof in the records of the proceed-
ings of the City Council of said City, in the minutes of the
meeting at which the same is passed and adopted.

I, Jennie M. Fulasz, City Clerk of the City of Chula Vista, California,
County of San Diego, State of California, duly authorized by Resolution
No. 9050, adopted by the City Council of said City on the 28th day of
March 1978, do hereby certify that I have canvassed the returns of the
special run-off election held in conjunction with the Statewide Primary
election on the 6th day of June 1978 and find that the number of votes
given at each precinct and the number of votes given in the City to the
persons voted for, the respective office for which said persons were
candidates, were as follows:
That the total number of votes cast in the City of Chula Vista, California for the
office of Councilman, Seat No. 4 was 24,311, as follows:
George B. Gillow 12,529
Leonard M. Moore 8,640
That George B. Gillow was elected to fill the office of Councilman, Seat No. 4 for a
term of four years.
That the following propositions were voted on at said election:
PROPOSITION T: An amendment to the Charter of the City of Chula Vista amending Article X,
Section 1000 thereof, providing for the election of members of the City Council at the
time of the general municipal election of general law cities and for election of the
Mayor at the time of the election of school governing board members as such may be
presently established by the legislature of hereafter amended.
PROPOSITION U: An amendment to the Charter of the City of Chula Vista amending Article III,
Section 303 thereof, providing for the method of filling vacancies for members of the
City Council or I~layor by the City Council and their term of office to the next general
municipal election as provided by the Charter.
PROPOSITION V: Shall the City Clerk of the City of Chula Vista be authorized and directed
to revise the Charter of the City of Chula Vista to eliminate all language which has no

has no sexist orientation and to renumber and combine certain Charter provisions throughout

propositions voted on, together with the number of votes received in each precinct

statement of the facts of said canvass and of the results of said election, and
that as soon as the result was declared, the aforesaid statement was duly entered
by me, the City Clerk of the City of Chula Vista, on the records of said City
Council.
