RESOLUTION OF THE CITY COUPJCIL OF THE CITY OF CHULA
VISTA APPROVING THE TENTATIVE SUBDIVISION MAP FOR
BONITA HACIENDAS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, V & V Development Company has requested consider-
ation of prezoning, rezoning, precise plan and tentative map appli-
cations for a project known as Bonita Haciendas, located north of
Bonita Vista High School, easterly of Otay Lakes Road, and
WHEREAS, it was determined that said project could have
a significant environmental impact and, therefore, it was necessary
to prepare an Environmental Impact Report, and
WHEREAS, the project proponent selected a consultant from
the list of qualified environmental consultants as adopted by the
City Council, and
WHEREAS, the consultant submitted an application for a
draft Environmental Impact Report to the Planning Department and
the Environmental Review Committee of the City of Chula Vista issued
a draft Environmental Impact Report on said project, and
WHEREAS, notice of the availability of said draft Environ-
mental Impact Report was given in a newspaper of general circula-
tion and a Notice of Completion was filed. with the Secretary of
Resources for the State of California, and
WHEREAS, the Planning Commission of the City of Chula
Vista held a public hearing on said draft Environmental Impact
Report and adopted a final Environmental Impact Report, and
WHEREAS, the Planning Commission of the City of Chula
Vista has heretofore approved that certain tentative map of a sub-
division to be known as Bonita Haciendas and has recommended that
the City Council approve said tentative map subject to the condi-
tions of their Resolution Ldo. PCS-78-2, adopted on the 10th day
of May, 1978, a copy of which is attached hereto and by this refer-
ence made a part hereof, the same as though fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby certify that EIR-78-9 has been
reviewed and the information considered and that it has been pre-
pared in accordance with the California Environmental Quality Act
of 1970, as amended, the California Administrative Code and the
Environmental Review Policy of the City of Chula Vista.
BE IT FURTHER RESOLVED that the City Council of the City
of Chula Vista does hereby approve the tentative map for Bonita
Haciendas in accordance with the recommendations of the Planning
Commission of the City of Chula Vista.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMf~1ENDING TO
THE CITY COUNCIL THE APPROVAL OF THE TEf~TP,TI`JE SUBDIVISION
f~1AP KNOWN AS BONITA HACIENDAS
WHEREAS, the applicant has submitted a tentative subdivision map, proposing
to subdivide 30.0 acres of land located easterly of Otay Lakes Road and north of
the Bonita Vista High School into 57 single family residential lots and 4 open
space lots (61 lots total), and
GJHEREAS, Section 66473.5 of the Government Code provides that approval of
a subdidivion map shall be based upon findings of consistency between the subdivi-
sion map and the adopted General Plan of the local jurisdiction, and
WHEREAS, the Planning Commission set the time and place fora public hearing
to consider said tentative map, and notice of said hearing, with its purpose, was
given by the publication in a newspaper of general circulation in the City at least
10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., May
10, 1978 in the Council Chambers, City Hall, before the Planning Commission and
said hearing was thereafter closed, and
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. Tentative subdivision map
As required by Section 66473.5 of the State Map Act, the tentative sub-
division map for Bonita Haciendas is found to be consistent with the Chula Vista
General Plan based on the following:
a. Land Use - Consistent. The General Plan designates this site ,for low
density residentail development (1 - 3 dwelling units per gross acre). The
proposed density of 1.9 dwelling units ner acre would be consistent with this
designation.
b. Circulation - Consistent. The proposed residential collector street
and internal residential street system is consistent with the General Plan.
c. Housing - Consistent. The project should provide decent housing in
a well-ordered residential neighborhood and has had an affirmative Fair Housing
Marketing Plan approved by FHA. Due to land and improvement costs, the antici-
pated price range of the homes will be out of reach of the low and moderate
income families. The developer has explored the available programs and finds
that there is no government subsidy program which would enable the low and
moderate income families to purchase a home within this development.

d. Conservation, Open Space, Parks and Recreation - Consistent. The
conservation Element Diagram does not note any natural resources on the Site. The
project will provide 3.8 acres of open space; two (2) acres of which is usable. In
addition, the developer will be assessed fees in lieu of park land dedication.
e. Noise - Consistent. The Noise Element recognizes the need to continue
to utilize the City's Environmental Review process to evaluate and ameliorate noise
impact.
f. Scenic Highways - Consistent. The site does not abut a scenic highway
or gateway.
g. Bicycle Routes - Consistent. The project does not include a designated
becycle route. In planning any street improvement, however, the Bicycle Routes Element
of the General Plan encourages consideration of the bicycle as a potential part of
the traffic mix.
h. Public Buildings - Consistent. Public buildings are neither proposed
nor required on the site.
i. Seismic Safety and Safety - Consistent. The development is not adjacent
to any known fault systems. Public improvement right-of-way widths and turn-arounds
meet or exceed Safety Element standards.
2. The Planning Commission recommends to the City Council that Tentative
h1ap PCS-78-2 for Bonita Haciendas subdivision be approved, subject to the following
conditions:
a. A landscaping and irrigation plan for open space lots 101 and 103
shall be submitted and approved together with the landscaping and irrigation plans
for the slope banks concurrent with submission of grading plans.
b. The subdivider shall acquire the ultimate right-of-way for Ridgeback
Road from the subdivision boundary to Otay Lakes Road. The developer shall con-
struct full and ultimate street improvements in this area. (Note: Ridgeback
shall be renamed "Canyon Drive" east of Otay Lakes Rd.)
c. All street curves, vertical and horizontal, shall be designed to
provide a safe stopping sight distance fora design speed of 35 MPH. Horizontal
curves shall have a minimum centerline radius of 200 feet. The Knuckle at Via
Encantada and Via La Cuesta shall be in accordance with C.V. Standard Drawing 113.

d. The developer shall be responsible for obtaining permission from
adjacent property owners to construct the turnabround at the easterly terminus
of Via Hacienda Street.
e. The profile of Canyon Dr. shall be approved by the City Engineer prior
to approval of the Tentative ~1ap by the City Council.
f. The developer shall be responsible fora portion of the cost for
installation of a traffic signal at Ridgeback Road/Canyon Dr. and Otay Lakes Road.
The developer shall make a cash deposit with the City for the traffic signal prior
to approval of the Final Map.
g. Developer will be responsible for widening Otay Lakes Road northerly
and southerly of the intersection with Canyon Dr. to provide for safe turning
movements, acceleration and deceleration lanes. He shall widen southeast to join
existing improvement and northerly to a point one-half way acress the SDG&E easement
with appropriate lanes.
h. From the right-of-way line of Otay Lakes Road to 100 feet northerly
Canyon Dr. shall have a grade of 5% or less.
i A residential street with a curb-to-curb width of 36 feet and a right-
of way of 52 feet shall be constructed between lots 49 and 50 from Via Hacienda
Street northerly through the SDG&E easement to the northerly subdivision boundary.
The street shall be named "Cubre View."
Improvements shall consist of, but not be limited to, the installation
of curb, gutter and sidewalk, pavement, street lights and drainage facilities.
j. The 30 foot easement between Lots 54-55 and 56-57 shall be extended
northerly to the subdivision boundary lying within the SDG&E easement. The ease-
ment for vehicular access, sewer and utilities shall be constructed in accordance
with City standards and the Chula Vista Subdivision Manual.
k. Park fees will be required in accordance a~ith Ordinance No. 1668.
1. Prior to the City Council hearing on the tentative map, the applicant
shall obtain letters from both the Chula Vista Elementary and Sweetwater Union
High School Districts indicating that an agreement has been reached regarding
school fees.

m. The developer shall enter into an agreement with the City for the
maintenance of the proposed temporary sewer lift station. A homeowners' associ-
ation shall be formed to assume the cost of maintenance of the lift station. The
controls of the lift station shall be completely telemetered. Alarm systems shall
be installed at Fire Station No. 4, which monitors the lift station. The sewer
lift station shall be designed and constructed in accordance with City standards.
n. If a sewer pump station is constructed, the developer shall make a cash
deposit with the City Finance Officer prior to approval of FinalMap for the pro-
portionate share of construction of the gravity sewer northerly to serve the sub-
division.
o. The developer shall grant slope rights to the City upon those slopes at
the rear of Lots 1, 2, 3, and 101. The slope rights shall be conditioned that any
fill placed thereon after approval of the Final Map, shall not exceed the intended
pad elevation of the lots by more than 1 foot to provide for adequate drainage. A
P.C.C. lined ditch shall be placed at the toe of the slope at the rear of these
lots.
p. Specific method of handling drainage is subject to approval by the
City Engineer at time Final Map is submitted for plan check.
q. Open space lots shall be designated by letters.
r. The portion of the subdivision that is in the County shall be annexed
to the City prior to approval of the Final Map.
s. The developer shall comply tivith all applicable sections of the Chula
Vista Municipal Code prior to approval of the Final Map. The Final P1ap shall be
prepared in accordance with the Subdivision Manual of the City of Chula Vista.
t. If 69 KV lines crossing subdivision exceed 1,500 feet, they shall be
undergrounded. The City Council may require undergrounding of less that 1,500
feet. 12 KV overhead lines within the SDG&E easement and within the subdivision
shall be undergrounded.
u. The developer may be required to be included in a reimbursement district
or assessment district for the improvement of major thoroughfares and Public Works
facilities such as Otay Lakes Road and East "H" Street. If required, guarantees
will be required prior to approval of Final Map.

v. The pedestrian access between lots 32 and 42 shall be part of open
space lot 103. The pedestrian access between lots 51 and 52 shall be deleted.
w. That portion of the SDG&E easement which is part of lots 2 and 3
shall be included in the adjacent open space lot 102.
x. The developer shall submit 20 copies of the revised map incorporating
the required changes prior to the scheduled public hearing before the City Council.
y. As per the Municipal Code the developer shall stipulate in the CC&R's
the prohibition against the erection of outside antennas and file a copy of said
restrictions with the city.
z. Prior to grading the applicant shall retain a qualified archeologist to
carry out a controlled surface collection, micro-mapping, and conduct a rectilinear
post hole series.
aa. Prior to any scarification or brush removal the applicant shall locate
and remove all coast barrel cactus which would be affected by the developments
and relocate or transplant said plants to an area deemed acceptable to the
Environmental Review Coordinator.
bb. Fire Department requirements are as follows:
Fire F1 ow
Fire flow shall be 1,000 gpm for two hours' duration. If wood
shingles are used for roof covering, fire flow shall be 1,500 gpm
for two hours' duration. Fire flow shall be minimum for 20 psi
residual pressure measured in the main from which the flow is taken
at the time of the measurement.
Fire Hydrants
A total of six fire hydrants will be required. Each hydrant shall
have one (1) 2-1/2" outlet and one (1) 4" outlet. Installation
shall be in accordance with standard specifications.
Hydrant locations are as follows:
1. Lot #4
2. Lot #8
3. Lot #16
4. Lot #37
5. Lot #40
6. Lot #26
All water supplies for fire protection, including fire hydrants,
shall be installed in operable condition, and access roads shall
be provided and maintained prior to any combustible construction
being commenced on site.

3. That this resolution be transmitted, along with the Tentative Map,
to the City Council, and a copy of this resolution be transmitted to the
applicant.
