RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AMENDED POLICY FOR USE OF
LIBRARY MEETING ROOMS
The City Council of the City of Chula Vista does hereby
as follows
NOW, THEREFORE, BE IT RESOLVED by the City Council of

The conference rooms and auditorium in the Library building are prii~rrily
or the se of the Library itself for programs and conferences related to its cultural
nd educ tional services. However, community organizations may be granted approval to
se a Li rary meeting room for programs similar to the Library's functions under the
ollowin conditions:
1. Applications for use of meeting rooms must be filed, in writing, to
the office of the City Librarian who is authorized to Grant or deny
permission for the use of library meeting rooms._ Application for th
use of meeting rooms must be filed in writin at least 7 days, but
`nod more an mont s, ~n advance of the meeting. Such meetings mrast
be scheduled at the convenience of .the Chula Vista Librar ~ although
~ the library will make efforts to be accommodating within the constraints
or Zne existing scneaule.
a. The application must be signed by an authorized officer of the
organization who is at least 18 years of age and is a resident
of Chula Vista.
b. The organization must be headquartered in Chula Vista or its
membership must be composed mainly of Chula Vista residents.
c. An authorized officer of the organization must agree to accept
responsibility for the condition of the room, for library
property, and for the conduct of the group.
d. The City Librarian's office must be notified of cancellation
within 72 hours of the scheduled date. In the event cancellation
by the library is necessary, every effort will be made to notify
the applicant at least 72 hours in advance.
e. The applicant will receive written notice of approval or
disapproval of the application as soon as possible.
f. A statement of the program for the meeting must be submitted
with the request to use the facility.
g. Permission to use a meeting room is not transferable from one
organization to another. Further, any change in the authorized
officer or in the subject of the program as indicated on the form
must be reported immediately to the office of City Librarian.
h. Children's or student groups must have supervision of a person
at least 18 years of age.
2. Approval is granted for a single meeting only. Library meeting rooms
are not available for regularly scheduled meetings of organizations ~,
rq oups recurring at stated intervals and extending over a period of
time. These rooms are not suitable for recitals.

Admission must be free and open to the entire community as space permits.
No charges, dues, fees, registration fees or sale of merchandise of any
typexmay be solicited or collected at a meeting held in the Library.
Meetings must be for educational, cultural and civic betterment. Tire
meeting rooms and library facilities may not be used for meetings which
are partisan, commercial or religious in their purpose or aims.

5. Meeting rooms are available from 10:00 a.m. to 9:00 p.m. daily

Use of these rooms outside of normal library hours, i.e. Sundays and
legal holidays, may be permitted subject to the following conditions:
a. Arrangements for use must be made at least 7 days in advance.
b. A custodial fee of $10.00 fora minimum of two (2) hours, or
fraction thereof, plus $5.00 per hour for any additional hours,
will be charged.
6. The City Librarian is responsible for supervision and management of
these meeting rooms. The City Librarian, or authorized City personnel,
shall have the right to enter the premises at all times.
7.. Regulations governing use of conference rooms and auditorium are:
a. Smoking and alcoholic beverages are prohibited in library
meeting rooms.
b. ,Decorations must be limited to those items which can stand
on a floor or table and which conform to the fire regulations.
c. Nothing may be attached to walls or ceilings of these rooms.
d. The organization using a room is responsible for the prompt
removal of its property at the close of the meeting.
e. Occupancy of these rooms must be in agreement with regulations
of the City Fire Marshall.
f. As limited kitchen facilities are available, serving of light
refreshments is permitted.

Neither the name nor address of the Chula Vista Library may be used as
a mailing address for organizations meeting in these rooms.
Provisions of this policy may be waived or amended under special conditions
only by the approval of the City Manager or his designated agent.
