MEMORANDUM OF UNDERSTANDING BETWEEN THE
CI^1Y OF CHULA VISTA AND THE HOUSING AUTHORITY
OF THE COUT~TY OF SAN DIEGO
T IS MEMORANDUM OF UNDERSTANDING is entered into this
25th day of August 1978, by and between THE
HOUSIN AUTHORITY OF THE COUNTY OF SAN DIEGO and THE CITY
OF CHU A VISTA;
W EREAS, pursuant to the authorization of the electors
of the City of Chula Vista in approving the adoption of an
ordina ce approving the development, construction and acquisition
of low rent housing projects, not to exceed 400 units and
scatte ed on sites within the City of Chula Vista for persons
of low, income including senior citizens and the handicapped,
and in conformance with all applicable federal rules and
regula ions, it is understood and agreed that the development
of hou ing units on scattered sites throughout the City of
Chula ista for such persons will benefit low income persons
in theChula Vista area; and
WiEREAS, because the units will be developed in the City
of Chu a Vista, the Housing Authority of the County of San Diego
desire to work closely with the City throughout the course of
develo ment of such projects and will seek the advice of the
City a all stages of said development from the preparation of
the bi~ packets, the review of proposals and award of the
contra t for the development, to the operation of the units;
and
4 EREAS, the City of Chula Vista now desires that 1.0~
units f public housing be constructed and operated within
the co porate territorial limits of the City of Chula Vista;
and
EREAS, the City of Chula Vista desires that the Housing
Authority of the County of San Diego in implementing such
develo ment, consider the following recommendations as guidelines
for development:
All development should conform to the present
zoning ordinances and Design Manual of the City
of Chula Vista and meet or exceed the currently
adopted building and safety codes.
No more than six units or 12 bedrooms should
be allowed per site and no single unit should have
more than four bedrooms. No site should be
located within 30Q feet of any other public
housing unit sites. .Ten. percent of the units
constructed should be for the handicapped.

The City of Chula Vista shall not provide any
offsite improvements and the developer will be
required to adhere to the same procedures re-
quired of all other developers.
The City Manager or his designee shall be kept
informed as to all agreements between the Housing
Authority of the County of San Diego and the United
States Department of Housing and Urban Development
concerning public housing units in the City of
Chula Vista. In addition, the Housing Authority of
the County of San Diego shall designate said City
representatives to assist in the preparation of
the bid documents including site and design criteria
and the review of proposals. The Housing Authority
of the County of San Diego shall consider a City
report relative to the selection of the developers
for the construction of said units.
The City of Chula Vista and the Housing Authority
of the County of San Diego shall enter into this
Memorandum of Understanding concurrently with
a Cooperation Agreement. In the event the
Memorandum of Understanding conflicts with the
intent of the Cooperation Agreement, the Cooperation
Agreement shall prevail.
