RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA GRANTING PERMISSION FOR STREET
CLOSURES TO CONDUCT SPECIAL EVENTS FOR THE
CNULA VISTA JAYCEES AND THE CHULA VISTA
DOWNTOWN BUSINESS ASSOCIATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Chula Vista Jaycees and the Chula Vista
Downtown Business Association are requesting permission for
street closures to conduct separate special events on Saturday,
October 21, 1989, and
WHEREAS, because of potential traffic disruptions and
major detouring of buses in the downtown area caused by the
closure of Third and Fourth Avenues, the Parks and Recreation
Department is recommending against holding both events on the
same day based on concerns expressed by the Police, Traffic
Engineering, and Transit and the difficulty in providing for the
staff services and equipment needs to both groups simultaneously,
and
WHEREAS, staff recommends:
1. Allowing the Downtown Business Association's request
for street closure, waiver of sidewalk sales ordinance,
business license requirements, and use of City equipment
for October 21, 1989;
2. Denying the Chula Vista Jaycees' request for street
closure on October 21, 1989, to conduct the Fiesta de la
Luna Parade; and
3. Allowing, subject to staff conditions, the Chula
Vista Jaycees to conduct the Fiesta de La Luna Parade on
October 28, 1989.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the Downtown Business
Association's request for street closure, waiver of sidewalk
sales ordinance, business license requirements, and use of City
equipment subject to the following conditions:
1. Prior notification to all area businesses and
residences of this event.
2. 24-hour advance posting of "No Parking" signs along
Third Avenue.

3. Reimbursement of all City staff costs involved with
the use of City equipment and staff services for the event.
4. Provision of evidence of general liability insurance
in the amount of ~1 million, in the form of a certificate of
insurance and policy endorsement, naming the City of Chula Vista
as additional insured.
5. Execution of a hold harmless agreement.
6. Provision of adequate traffic and crowd control, as
determined by the Police Department, the cost of which will be
paid for by the event sponsor.
7. Provision of adequate litter control during and
after the event, to include professional street sweeping.
Expenses for this service will be paid for by the sponsor.
BE IT FURTHER RESOLVED that the City Council does hereby
deny the Chula Vista Jaycees' request for street closure on
October 21, 1989 to conduct the Fiesta de la Luna Parade, but
approves the conduct of the Fiesta de La Luna Parade on
October 28, 1989 subject to the following conditions:
1. Provision of evidence of general liability insurance
in the amount of ~2 million, in the form of a certificate of
insurance and policy endorsement, naming the City as additional
insured.
2. Execution of a hold harmless agreement.
3. Provision of adequate traffic and crowd control, and
the posting of appropriate no-parking signs, as determined by the
Police Department.
4, Clean-up of any litter created by the event.
