The projec involves approximately 20 acres of County territory
loc ted ea t of Hilltop Dr., southeast of the easterr. terminus of
F S Nin separate parcels ranging in size from .23 acres to
10. 2 acre will be affected. Each parcel is developed with at least
one single family home and all have been subject to urban activities
for a numb r of years. The site is void of significant biological
res urces nd according to a survey conducted on one of the properties
(Ra cho Sa Miguel, IS-7E-41) there are no archaeological resources
pre ent. geologic study of Rancho San Miguel was also prepared
and conclu ed that the area "is considered to be underlain by stable
soi s" and there were no on-site indications of earthquake faulting.
Urb n supp rt systems are available for expansion adjacent to the
sit and c'ty services such as fire arYd police protection can also
be xtende to the area with minimal impact.
B. I Pro~e~t Descriation
The projec entails the annexation of a County island into the City
of hula V sta in accordance with the provisions of the P~lunicipal
Org nizati n Act of 1977 (MORGA). The site is prezoned, entailing
1.3 acres f R-1 and about 18.55 acres of P.-E zoned land. The
pro erty p ezoned as R-1 is fully developed. Rancho San i~?iguel
(10 6 acre ) has the potential to be developed with, perhaps, 19
add tional dwelling units given total square footage,' deduction
of Oo for private access, and minimum lot size required by the
R-E zone. Two other larger lots appear to have the potential to
be evelop d for one or two more d~ti~elling units in addition to the
19 oted a ove.

The subjec property is prezoned for P,-1 and R-E development which is
con istent with the Chula Vista General Plan (low density residential
1-3 du/ac and is less intense than the County's S~,eetwater Community
Pla (low- ed. density residential 4.3 du/ac.)

Identi,yication of environmental effects
Ind~ucinq Influences
Ann xation to the City of Chula Vista would allow the extension of
Cit servi es to the subject propert~•. These services, connection
to he Cit sewer system for instance, normally could encourage
fur her ce elopment of vacant properties involved. Grocath inducement
due to ava'lability of these services are highly limited in t:is
par icular case, however, since there have already been t~:o plans
rec ntly s bmitted for the development of Rancho San Miguel, the
lar est de elopable parcel.
Sewer Capa~it
The propos d annexation will make sewer facilities available to
ele en e:~i ting dwellings and 19 to 21 potential units. P.dditional
flo s Gene ated will have the potential to further exacerbate
exi ting c pacity conditions at the Metropolitan Sewer Treatment
fat lity. Due to the number of dwelling units concerned, hocaever,

E. Findi.as of insignificant impact
1. he project arear~as been subject to urbanization for many
years and since the project will not result in any great physical
chant and due to site characteristics, no natural resources
nor h zards will be affected.
2, he project is in conformance caith the Chula Vista General
Plan nd associated elements and is not anticipated to achieve
short term to the disadvantage of long term environmental goals.
3. ffect on sewer capacity will be limited and no impacts
which could interact to create a substantial cumulative effect
on th environment are anticipated.
4. he project will not have any effect on traffic or associated
emiss ons nor will the project result in any hazard that could
prove detrimental to human beings.
