HomeMy WebLinkAboutReso 1988-13876 RESOLUTION NO. 13876 - RESOLUTION OF THE .CITY COUNCIL OF THE CITY OF CHULA VISTA RECITING THE FACT OF THE CONSOLIDATED MUNICIPAL ELECTION HELD ON THE 8th DAY OF NOVEMBER, 1988, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, a consolidated municipal election was held and conducted in the City of Chula Vista, County of San Diego, State of California, the 8th day of November, 1988, as required by law, and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities, and WHEREAS, pursuant to Resolution No. 13693, adopted on the 26th day of July, 1988, the Registrar of Voters, as directed by the Board of Supervisors, canvassed the returns of said election and has certified the results to this City Council, (and as certified by the Registrar of Voters of the County of San Diego), said results are received, attached and made a part hereof as "Exhibit A". NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there were 99 voting precincts in the City of Chula Vista established for the purpose of holding said election consisting of the regular election precincts and the absentee precincts, as established for the holding of state and county elections. SECTION 2. That said consolidated municipal election was held for the purpose of submitting eight propositions to the electors of said City, to wit: PROPOSITION N An amendment to the Charter of the City of Chula Vista amending Article IX, by adding a new section 904 to require the City Council to adopt campaign contribution regulations to be contained in the City Code. -1- PROPOSITION 0 - An amendment to the Charter of the City of Chula Vista amending Article III, Section 304(c) to set the Mayor's salary at $37,200, subject to a potential annual increase not to exceed the increase in the cost of living index upon City Council approval, or an increase greater than the cost of living index increase, upon the vote of the people. PROPOSITION P An amendment to the Charter of the City of Chula Vista amending Article III, Section 302 to set the compensation of the four City Councilmembers at 40% of the salary of the Mayor. PROPOSITION R An amendment to the Charter of the City of Chula Vista amending Article VI, Section 602(d) to require all members of boards and commissions to be registered voters of the City of Chula Vista with the exception of Youth Commissioners who need only be residents of Chula Vista. PROPOSITION S An amendment to the Charter of the City of Chula Vista amending Article III, by repealing Section 307 dealing with special meetings which now repeats what is contained in state law. PROPOSITION T An amendment to the Charter of the City of Chula Vista amending Article III, Section 311, to allow the City Council to pass a resolution or order for the payment of money at a special meeting called for that purpose. PROPOSITION U An amendment to the Charter of the City of Chula Vista amending Article III, Section 312 to clarify the requirements for publication of ordinances by the City Clerk and making ordinances effective thirty days after final passage. PROPOSITION V Shall the Ordinance setting guidelines for future growth and placing limitations on rezonings to more intense land uses be adopted? -2- 138 SECTION 3. That the whole number of votes cast in said City including absent voter ballots was 42,535. SECTION 4. The City Council does declare and determine that as a result of the ballots cast, Propositions N, O, P, R. S, T, U and V passed by a majority vote. SECTION 5. The City Clerk shall enter on the records of the City Council of said City, a statement of the results of said election, showing: (1) The measures voted upon; (2) The number of votes given at each precinct for and against each measure. SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution; shall enter the same in the book of original resolutions of said City, and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
