A. BACK ROUND
1. t the m eting of January 17, 1978 Council considered all potential island annexa-
tion are s and a cepted staff's recommendation to prepare official annexation map, legal
description, and materials to be submitted to LAFCO requesting annexation of three island
areas.
2. he "C" treet/North Second Avenue island area is the last of the three island areas
to be fo malty c nsidered by Council for annexation under the provisions of MORGA. The
annexati n area is located at the northwest quadrant of "C" Street and North Second Avenue
and cont ins app oximately 21 acres.
B. DISC SSION
1. eeting ith residents.
On M rch 9, 1978 the property owners of the "C" Street/North Second Avenue island
territor were invited by letter to attend an informal meeting on March 16, 1978. At the
meeting taff discussed the provisions of the recently enacted legislation, current county
services and subsequent municipal services if annexation occurred. Seventeen property owners
out of f fty-two residing in the area attended the meeting. Of these, five opposed the
annexati n, two ere in favor, and ten were undecided.

tal Review.
An I itial S udy (IS-78-77) of possible adverse environmental impacts of the project
was con ucted b the Environmental Review Committee on August 3, 1978. The Committee
conclud d that here would be no significant effects and made a draft Negative Declaration
which w s certi ied by the City Council at its regular meeting of September 19, 1978.
4. Prezonin~.
The ity Cou cil placed Ordinance No. 1832 on first reading on September 19, 1978
prezoni g the s bject area from R-2 (County) to R-1. On September 26, 1978 the City
Council voted t readvertise the prezoning of the property for another public hearing
on Octo er 17, 1978.
5. ounty C unsel comments.
LAFC staff as informed the Planning Department that the County Counsel's office is
of the pinion he "C" Street/North Second Avenue is not an island. County Counsel's
opinion is that all of the area enclosed by Chula Vista, National City, and the County
of San iego co stitutes the island (see attached Exhibit B).
The Tanning staff is of the opinion County Counsel is incorrect. The finding
require by LAFCO under state law is:
"The territo is surrounded or substantially surrounded by the annexing city, by
the nnexing ity and adjoining cities, by the annexing city and a county boundary,
orb the annexing city and the Pacific Ocean."
6. I~AFCO Policy - "Substantially surrounded" determination.
On A gust 7, 1978 the Local Agency Formation Commission adopted commission policy
GP-9 es ablishin guidelines for the determination of what constitutes a "substantially
surroun ed" unin orporated island. The policy provides for a case-by-case review of
propose s where he territory proposed for annexation is at least 51% surrounded by the
annexin city.
The 'C" Stree /North Second Avenue island territory is approximately 85% surrounded
by the ity of C ula Vista. The proposal boundary is completed by proceeding approxi-
mately 00 feet long the west side of North Second Avenue from city boundary to city
bounder .

A. ~ Project Settin
The propos d project involves approximately 22 acres located
nor h of C Street between North Third Ave. and Second Ave. The
sub ect pr perty includes 52 separate parcels which are primarily
on elativ ly large lots developed with single family homes. Two
par els to aling 2.18 acres are vacant.
Ele ations slope from 85 ft. ASL to 25 ft. ASL in the southwest
and in the northwest to 15 ft. ASL which is located within the
Swe twater River flood plain. (See Exhibit #1)

'Project Description
The projec entails the prezoning and annexation of a County island
int the C ty of Chula Vista in accordance with the provisions of
the Munici al Organization Act of 1977 (MORGA) The site is currently
zon d R-2 n the County and, R-3-L and R-1 prezoning is proposed.
(Se Exhib t #2) The prezoning would permit the same or lower
den ity th n that allowed by the current County zoning.

designated by the General Plan.

2. Grow h Inducing Influences
An exatio to the City of Chula Vista would allow the extension
of City S rvices to the subject property. These services,
co nectio to the City sewer system for instance, could
en ourage further development of vacant properties involved.
3. Sewe Ca acit .
Th propo ed annexation will make sewer services available to 52
pa cels a d an additional 168 potential units. Additional flows
ge erated will have the potential to further exacerbate existing
ca acity onditions at the Metropolitan Sewage Treatment facility.
Du to th number of dwelling units concerned, however, limited
im act wo ld be experienced.
E. FinJdings o~f insisignificant impact
1. The roject area has been subject to urbanization for many
ye rs and since the proposed actions will not result in any
great physical change, and due to site characteristics, no
na ral resources nor hazards will be affected.
2. The project is in conformance with the Chula Vista General
Pl and associated elements and is not anticipated to achieve
short ter to the disadvantage of long term environmental goals.
3. Effect on sewer capacity will be limited and no impacts
whi h coul interact to create a substantial cumulative effect
on the environment are anticipated.
4. The p oject will not have any effect on traffic or
ass ciated emissions nor will the project result in any
haz rd tha could prove detrimental to human beings.
