The reconsideration of two policies of the Land Use Element as follows: Sections 6.2 and 6.3 of the Land Use Element (exceeding target residential densities and clustering of residential development) should be adopted as interim-only policies. An additional policy shall be added to the Conservation and Open Space Element indicating that the Policies of the General Plan are to be in conformance with the State Implementation Plan on Air Quality for the region and further that the General Plan should not allow depletion of water supply resources to affect the quality of life of the citizens who are already here. The Air Quality Plan and the Water Supply issue should be included in the growth Management Element as well as the requirement to abide by the Threshold Standards and the provisions of Proposition V. 16.
