RESOLUTION NO. 15176
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA REPEALING THE EXISTING GENERAL
PLAN (EXCEPT FOR THE HOUSING ELEMENT) AND
ADOPTING THE CHULA VISTA GENERAL PLAN UPDATE
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, on May 10, 1989, the Planning Commission held a
public hearing on the Chula Vista General Plan Environmental
Impact Report, and
WHEREAS, on May 31, 1989, the Planning Commission
recommended certification of the EIR and took action on the
General Plan, and
WHEREAS, the City Council has held a public hearing on
June 20, July 10 and July 11, 1989 as part of the General Plan
process, which includes the draft Chula Vista General Plan
document including the text of the Plan, land use map and
ancillary plans and documents that are a part of the total
General Plan document, and
WHEREAS, staff has recommended certain modifications to
the Plan as presented.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the following
modifications should be included in the General Plan:
1. The text and map modifications contained in
Attachment 3 Of the June 20, 1989 staff report;
2. The errata sheet changes contained in the
July 3, 1989 staff report;
3. The Library text additions to the Public Facilities
Element contained in the July 3, 1989 staff report except for the
planning and design guidelines (2-8) having to do with books per
capita and staffing;
4. The reconsideration of two policies of the Land Use
Element as follows:
Sections 6.2 and 6.3 of the Land Use Element (exceeding
target residential densities and clustering of
residential development) should be adopted as
interim-only policies. This would allow the Eastlake

Greens Project to continue to be processed. The interim
adoption, however, is in no way intended to presume upon
a favorable action on Eastlake Greens.
In addition, Sections 6.2 and 6.3 should be referred
back to staff and to a broadly based task force for
review, restudy and recommendations for possible
modification. This is to be accomplished in a very
timely fashion. It is understood that this will be
accomplished and considered by Council before any new
major project potentially affected by these policies is
brought forward for public hearing consideration.
5. The reconsideration of the 39.54-acre Beckett
property and 10-acre Shattuck Trust property (outparcels in the
vicinity of Rancho San Miguel) to a future General Plan Amendment
hearing without fee;
6. Change in designation for the First United Methodist
Church at the southwest corner of Third Avenue and "J" Street
from Public and Quasi-Public to Professional and Administrative
Commercial consistent with the designation of the current Chula
Vista General Plan 1990;
7. Change in designation of the Lower Sweetwater Area
from the proposed Medium Density Residential (6-11 du/ac) with a
Special Study Designation to Public and Open Space with a Special
Study Designation pending the outcome of an EIR, GPA, and rezone
currently processing in the property.
8. San Diego Gas and Electric Power Plant Property on
the Chula Vista Bayfront be redesignated Visitor Service
Commercial.
9. A Special Study Area at the southeast intersection
of East "H" Street and Otay Lakes Road shall be referred to staff.
10. Language shall be added to the Housing Element
indicating that it is expected that other cities will accept
their fair share of the Regional Housing needs. Wording shall be
inserted to modify objectives so that consideration of overall
pro rata responsibility for other jurisdictions will be clarified.
11. The Housing Element shall include language that
mobilehomes be protected as a source of low-and-moderate income
housing.
12. There shall be listing of the Sweetwater Marsh,
Chula Vista Harbor, Nature Interpretive Center referenced in
Chapter 10 as resources for the City.

13. The six-lane classification for "H" Street from
Fourth or Third Avenue to Hilltop shall be deleted and shall be
referred back to staff to report on the impact of changing the
classification of that portion of "H~ Street from a prime
arterial to a major street.
14. The referral of Policies 6.2 and 6.3 of the Land
Use Element shall be expanded to include page 1-11 to 1-27 of the
Land Use Element for re-analysis.
15. An additional policy shall be added to the
Conservation and Open Space Element indicating that the Policies
of the General Plan are to be in conformance with the State
Implementation Plan on Air Quality for the region and further
that the General Plan should not allow depletion of water supply
resources to affect the quality of life of the citizens who are
already here. The Air Quality Plan and the Water Supply issue
should be included in the growth Management Element as well as
the requirement to abide by the Threshold Standards and the
provisions of Proposition V.
16. The Transit Component of the Circulation Element
shall include a goal that transit express line service is to be
provided to destinations serving the youth and senior citizens.
17. The formulation of the Policies to ensure that
there would be no yearly revenue drain upon City resources and
that realistic salary projections appropriate with the CPI as
well as consideration of other measures for salary should be
referred to staff and analyzed.
18. The Standard having to do with books per capita
shall be added back to the Library Design Guidelines, but not the
Guidelines having to do with staffing.
BE IT FURTHER RESOLVED that the existing General Plan
with the exception of the Housing Element is repealed and the
draft General Plan including a synopsis of the existing Housing
Element in accordance with the proposed changes listed in
Attachment 3 and the staff recommendations on the General Plan
alternatives is hereby adopted.
