The pplican proposes to install eucalyptus trees around the entire periphery of the site including the area behind the existing fence which parallels Nirvana Avenue. PCM-79-3 R SOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR AN INDUSTRIAL S RUCTURE AT 1880 NIRVANA AVENUE IN THE I~P ZONE WHEREAS, Ordinance No. 1451, adopted by the City Council on March 7, 1973, est blished the I-P zone for 230 acres of property located north of Otay Valley Roa east of Brandywine Avenue, and WHEREA Resolution 1799, adopted by the City Council on July 15, 1975, app oved the subdivision of the land into 25 industrial lots, and WHEREA on July 14, 1978 a precise plan was submitted by C & B Steel, Inc. for the deve opment of Lot 4 in Otay Industrial park, located at 1880 Nirvana Ave ue, for steel fabricating operation, and WHEREA ,-the City Planning Commission, at a duly advertised public hearing hel at 7:00 p.m., September 13, 1978 in the Council Chamber, City Hall, 276 Fou th Avenu considered the precise plan as submitted, and WHEREA the Planning Commission found that in accordance with the Negative Declaration n IS-79-2 and the findings stated therein, this project will have no sig ificant dverse environmental impact, and adopted the Negative Declaration.. NOW, T EREFORE, BE IT RESOLVED that the City Planning Commission finds as follows: a. That suc plan will not, under the circumstances of the particular case, be det imental o the health, safety or general welfare of persons residing or working in he vicin ty, or injurious to property or improvements in the vicinity. The st ucture will be located at the rear of the site, which will permit free a cess to the property. The proposed trees on the periphery of the site w 11 offer a backdrop of landscaping behind the building. b. That suc plan satisfies the principles of the application of the p Modifying Dis rict as et forth in Section 19.46.041, The pl n meets the Otay Industrial Park development guidelines. c. That any exceptions which deviate from the underlying zoning requirements shall be war anted only when necessary to meet the purpose and application of the P P cise P1 n Modifying District. Th proposed monument sign shall be a maximum of 40 sq. ft. (4'x10') an placed in front of the fence. 2. Th parking shall be revised to 90° parking stalls in accordance with the adopted parking table of the City of Chula Vista. 3. Th interior and exterior landscaped areas for this project shall be pl nted and inspected prior to occupancy of the building. Pro~ecft Settin The roject involves 1.5 acres of vacant property on Nirvana Ave. with'n the tay Industrial Park subdivision, (see attached locator) Adja ent pa cels are currently vacant, however, a chemical storage faci ity is planned to be developed to the west. The roperty has an average slope of 70+ and drains to the south- west. Ther is sparce vegetation present, no known rare or endangered species. B ntonite, a mineral used in the processing of petroleum prod cts, h s been mined in the general area. However, mining oper tions ere discontinued due to the inferior quality of the reso rce pr sent and economics. Grading of the site has precluded access to a y deposit on this site. Acco daing to Special Report 123, prepared by the Calif. Div. of Mines and G ology, a varified segment of the La Nacion fault system and an inferred fault trace of the same association are located to t e nort east of the project site. The inferred Otay Valley fault is also suspected of being located nearby to the south or acct ally o -site. B. I Proieclt Description The applica t proposes to develop the subject site with a steel fab ication shop, an office warehouse and open craneway. Approximately 10,000 sq. ft. of floor area is planned. Twelve on-site parking spaces will be provided and banks along the frontage of Nirvana Ave. are ropose to be landscaped. The western portion of the property about 21,600 sq. ft. will remain undeveloped and utilized for open sto age. C. ~ Compatibility with zoning and plans. The a pr and project site is zoned for general industrial development with ecise lan modifying district attached. Current zoning on-site for adjacent land agrees with the General Plan's land use element. ~>~3 /1 D. E. La F. Ident fication of environmental effects 1. arthquake faulting A ver fied segment of the La Nacion fault system is located to th northeast of the site. The inferred Otay Valley fault is su petted of being located along the southern portion of the s bject property. A preliminary investigation of the site and t e inferred fault was conducted which indicated that the anoma y identified in Special Report 123 is not a fault and no ha and to this use is present. 2, oils A cop of the soils report prepared for EIR-73-7 (Otay Industrial Park) has been submitted to the City for review. Additional inves igation should be undertaken if it is found necessary on th s particular lot. 3. aesthetics The p oject involves an open craneway and open storage area. The s'te's topography is such that much of the project will be vi ible and an imposing view could be created. The propo ent indicates that a 6 ft. solid wood fence will be const ucted around the site and that the banks along Nirvana Ave. rontage will be landscaped. The applicant has also Indic ted that there are several Canary Island Pine street trees located along the street frontage. No other landscaping has b en discussed. To en ure aesthetic quality, a comprehensive landscape plan shoul be submitted to the City's Landscape Architect and subje t to his approval.
