HomeMy WebLinkAboutReso 1978-9333revised 10/18/78 RESOLUTION NO. ~ `~ `~ `~ solve f Chub e prep icant e RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY AND TOUPS CORPORATION FOR THE PRE- PARATION OF AN ENVIRONMENTAL IMPACT REPORT AND APPROPRIATING FUNDS The City Council of the City of Chula Vista does hereby as follows: WHEREAS, the Environmental Review Policy of the City Vista requires that an Environmental Impact Report (EIR) red for those private projects having potentially signi- nvironmental consequences, and WHEREAS, it has been determined that the project described n Exhi it "A", attached hereto and incorporated herein by reference s if s t forth in full, could have one or more significant environ- ental 'mpacts, and WHEREAS, the Contractor is currently preparing draft nd fin 1 environmental impact reports for a project in the im- ediate vicinity of the project described in Exhibit "A", and WHEREAS, the Contractor has submitted a proposal for e pre aration of draft and final environmental impact reports r the project described in Exhibit "A", and WHEREAS, the Environmental Review Coordinator has termi ed that the proposal is acceptable, and WHEREAS, an agreement between the City of Chula Vista Tou s Corporation for the preparation of an Environmental act eport has been prepared and a copy is attached hereto inc rporated herein as though fully set forth. NOW, THEREFORE, BE IT RESOLVED that said agreement is reby pproved and that the Mayor is hereby authorized and dir- ted to execute said agreement for and on behalf of the City of ula Vista. DATED (seal) City Clerk CC-660 EXHIBIT "A" TOWN CENTRE I FOCUS AREA COMMERCIAL DEVELOPMENT Pro~~ct Description Zhe R develo ment Agency of the City of Chula Vista has established a Rede elopme t Plan for its Town Centre. A master Environmental Impact Repo t (EIR has been prepared for that Redevelopment Plan. The master EIR 's loca ed in the office of the Community Development Director of the ity of Chula Vista and is available upon request. With'n the oundaries of the Redevelopment Plan is an area of approxi- mate y 16-1 2~ acres that has been identified as the Focus Area. The deve opment plan for the Focus Area has been approved by the Redevelopment Agen y. T e development plan is divided among land uses including resi ential and commercial. An E vironm ntal Impact Report is currently being prepared for the resi ential portion of the Focus Area development. At this time the Rede elopme t Agency is interested in proceeding with a project that incl des th remaining portions of the Focus Area development. Thos remai ing portions include the construction of retail shops, rest urants and professional office space. Plans include the construction of 4 ,280 s uare feet retail specialty shops; 15,810 square feet of rest urants; 7,250 square feet of financial buildings; and 34,000 square feet of pro essional office buildings. A publicly owned parking structure for 08 aut s to support the retail enterprises will also be constructed. The ite im rovements will include the landscaping of the entire project incl ding e tension of an existing park which borders the project. Plans call for pe estrian walkways and shaded areas, a comprehensive foliage prog am thr ughout the project and an extension of the existing park into the roject. Site improvements are the responsibility of the developer who as enl'sted the services of a landscape architect. ~~=%=h
