If this project or any material component thereof has not been initiated and operated in accordance with Section 2 of this agreement within thirty (30) days of the effective commencement date set forth in Section 5, Contractor shall submit a report not Later than ten (10} days after expiration of said thirt~/ (30) day period to the Area Agency on Aging Director indicating the steps taken to initiate the project or component, the reasons for the delay, and the expected commencement date.
